This initiative brings together the Network Manager and four ANSPs to address the challenges of high traffic growth and operational complexity in the European network. By adopting a true network approach, it aims to improve the overall service delivery and create a global situational awareness. The methodology includes detailed operational information, simulations, and airspace changes. The outcome showcases reduced network delay and benefits such as cooperative network approach, new ATS routes, and coordinated route orientation measures.

Scope of the Initiative • Network Manager and 4 ANSPs - DFS, DSNA, MUAC and NATS • Joined by • Belgocontrol, LVNL, Naviair, PANSA, LFV, ENAIRE, ENAV, ANS Czech Republic, Austrocontrol, skyguide, LPS Slovakia
A True Network Approach • Addresses high traffic growth and operational complexity • Common strategy on how to prepare, manage and deliver a better service along the most critical areas of the European network • European and multilateral network dimension • It creates a global situational awareness that was hardly possible before • European subsidiarity/proportionality concept into action • Measures best achieved at network level, even if some are local/regional
Methodology • Detailed operational information from all ANSPs • Busy week and week-end days simulated • High traffic forecast for 2018 • Detailed routings as operated by the airspace users • More than 1200 ATC sectors assessed in different configurations • New airspace changes introduced, including new sectorisations • All scenarios coordinated and simulated by the Network Manager
Methodology Configurations Available controllers Sectorisation Opening schemes Capacities
Outcome Example Update according to the feedback: LI overflights excluded
Outcome Example Network delay: -3000 minutes Between 04:00-20:00 48 flights impacted
Benefits • Reduction of the overall Network delay • Approximately 5 million minutes of delay saved. • Cooperative Network approach • Network Manager + 4 ANSPs + 11 ANSPs • Mutual ANSP support for Network benefit coordinated by the Network Manager • New ATS Routes • To better facilitate traffic between the Northern/Southern Europe • Network/Local Measures • Coordinated route orientation measures enabling strategic planning • Optimum Network solution • From an ATFM point of view • From a flight efficiency point of view
Setting a Standard • Solutions can be found at network level, through a transparent cooperation between the Network Manager and the ANSPs • Solid foundation for future similar initiatives • Network benefit the priority
