Non Competing Renewals: what are the changes? • New All Personnel report: includes all personnel with effort of 1 month or more. • Add the following data after the role for each individual as appropriate: • RS - Reentry Supplement • DS - Diversity Supplement • AF - General ARRA funding • ASE - ARRA Summer Experience funding.

Non Competing Renewals (cont.) • Progress Report Summary Section (Section B. Studies and Results) Inclusion of Changes to Innovative Potential: PD/PIs are asked, if applicable, to address any changes to the innovative potential of the project.
XTrain XTrain allows institutions to electronically process and submit appointment forms or termination notices associated with training grants, such as T32s, or institutional career awards such as K12. • On July 10, 2009 XTrain was opened to all institutions registered with the NIH Commons. • NIH XTrain website is: http://era.nih.gov/services_for_applicants/other/xTrain.cfm
New Application format • Following an agency-wide effort to review the peer review system and review criteria, NIH announced major changes in the application format effective for proposal submission on or after January 25, 2010. http://enhancing-peer-review.nih.gov/restructured_applications.html

New Application format (cont) • The research plan new format allows one single PDF upload titled Research Strategy with the following sections: • Research Strategy a. Significanceb. Innovationc. Approach • Preliminary Studies for New Applications • Progress Report for Renewal/Revision Applications
New Application format (cont) • New page limits: • Introduction to resubmission: one page (except training T, D43, D71, K12 & R25) • Specific Aims: one page • Research Strategy: • 6 pages for activity codes R03, R13, R21, etc…(previously 12 pages) • 12 pages for activity codes R01, R21/R33, etc…(previously 25 pages) • FOA may supersede above limits, For complete details refer to http://enhancing-peer-review.nih.gov/page_limits.html
New Application format (cont) • Biographical Sketch new format: • Part A: personal statement • Part B: positions & honors • Part C: list of 15 selected peer-reviewed publications, as recommended by NIH • Part D: research support includes ongoing and recently completed research projects for the past three years • Page limit remains at 4
New Application format (cont) • Resources description includes: In addition to the description of facilities, resources and equipment to be used the document now includes: • description of how the scientific environment will contribute to the probability of success of the project • for Early Stage Investigators, description of the institutional investment in the success of the investigator
New Application format (cont) • Parent Announcements and FOAs with due dates of January 25, 2010 will be reposted in early December; and FOAs with later due dates will be reposted by early 2010 (reposted FOAs will be made available 1-2 months before the due date).
New Adobe Package: “Adobe-Forms-B” • The Adobe-Forms-B grants.gov package incorporates all changes. It should be used for all new, competing, or revised applications, as well as resubmissions due on or after January 25, 2009. • You will need to download new application packages when they become available: • parent applications, • new Funding Opportunity Annoucements (FOA)
New Adobe Package: “Adobe-Forms-B” • Many updates/changes have been incorporated in the new Adobe-Forms-B replacing all previous versions of the application. A summary of changes is available in the following document: http://era.nih.gov/ElectronicReceipt/files/Adobe_Forms_B_Summary.pdf
New Adobe Package: “Adobe-Forms-B” • One of the changes is the elimination of the “New Investigator” box: In the PHS398 paper forms and in the PHS398 Cover Page Supplement component used in electronic application packages, the checkbox for “new investigator” has been eliminated. This information is now collected electronically in the eRA Commons Personal Profile.

T32 Electronic Submission • Announcing the Transition of Institutional Training and Institutional Career Development Programs to Electronic Submission for due dates on/after January 25, 2010 • The following programs will transition: • Institutional National Research Service Awards (T32, T34, T35, T36, T90) • Other institutional training grants (D43, D71, T01, T02, T03, T14, T15, T37, TU2, U2R) • Institutional career development programs (K12) http://grants.nih.gov/grants/guide/notice-files/NOT-OD-10-008.html
NIH RCR Update (NOT-OD-10-019) • NIH requires that all trainees, fellows, participants, and scholars receiving support through any NIH training, career development award (individual or institutional), research education grant, and dissertation research grant must receive instruction in responsible conduct of research. This policy will take effect with all new and renewal applications submitted on or after January 25, 2010, and for all continuation (Type 5) applications with deadlines on or after January 1, 2011. Non-Competing Grant Awards under the Current Continuing Resolution “Under the continuing resolution (currently through December 18, 2009) NIH will issue non-competing research grant awards at a level below that indicated on the most recent Notice of Award (generally up to 90% of the previously committed level).” • NIH will consider upward adjustments to these levels after the final appropriation is enacted. http://grants.nih.gov/grants/guide/notice-files/NOT-OD-10-012.html
