  2. Remember… • NSGIC recommends official coordinating entity for each state – OET, GCGI agree • AppGeo recommends formation of the Minnesota Geospatial Information Office (MGIO) – D2E, GCGI agree • No agency is currently responsible for coordinating GIS

  3. What Happened? • Legislature Created the MGIO, Governor Signed into law. Effective 5/17/09. • Responsibilities, Authority • Duties • Accountability • Discretionary powers • Advisory Councils created • Transfer of LMIC resources

  5. Advisory Councils (Leg.) • “Statewide” & “State Government” • Statewide Council: • No more than 20% voting members from state agencies • CGIO a non-voting member • State Government: • Up to 15 agencies and offices • 1 non-voting statewide member EXPIRE 06/30/2013

  7. Statewide Community Advisory Body Mission Advise the Minnesota Geospatial Information Office (MGIO) and the geospatial community on improving services statewide through the coordinated, affordable, reliable, and effective use of GIS.

  8. State Government Advisory Body Mission Advise the Minnesota Geospatial Information Office (MGIO) on improving state government services through the coordinated, affordable, reliable, and effective use of GIS.

Statewide Community Advisory Body Purpose To identify and review coordination opportunities and efforts that involve the broad community of stakeholders: • Federal, State, County, Local, Regional, and Tribal government • Academic Institutions, Private Sector, Non-Profit Provide a forum for and promote inter-governmental and extra-governmental coordination efforts with respect to the needs of the geospatial community. Provide policy advice to stakeholders on implementing identified coordination opportunities.

  10. State Government Advisory Body Purpose Identify, review, and recommend geospatial coordination opportunities and efforts that directly involve interactions among state agencies and offices. The body represents the interests of and communicates with all state agencies and offices. Determine representation and communication by function of government: • Basic Government (Support, Econ. Dev., Fiscal Mgmnt) • Defense and Public Safety (Military, Public Safety, Health) • Line Government Services (Trans., Env., Human Svcs., Education)

Statewide Community Advisory Body Duties • Review and recommend statewide standards and best practices • Determine & advocate for the interests and needs of stakeholders • Identify public expenditures that reflect the priorities of the community • Advise non-state agency organizations and the MGIO on geospatial issues • Represent stakeholder sectors and serve as a liaison with respective policy bodies • Support the decision-making process for the MGIO by involving the relevant and affected parties

Example 1: Determine / Advocate for a stakeholder need • Business Need Statement: “The state of Minnesota needs to plan and prepare for unpredictable flood events.” • Technical Response: Scope development of high-resolution elevation data. • MGIO Implementation: pool funds and resources for a statewide “LiDAR” data set. Example 2: Involve Relevant Parties in MGIO Decision Support • Proposal: “The MGIO proposes an enterprise delivery system for publishing and distributing geospatial services.” • Initial assessment of positive and/or negative effects on stakeholders. • Confirmation with stakeholder groups and seeking support from policy bodies MGIO Statewide Community Advisory Body StakeholderGroups

State Government Advisory Body Duties • Cultivate a strategic plan for the MGIO • Review and recommend standards and best practices • Identify public expenditures that reflect priorities • Identify & secure resources to implement opportunities • Represent state agencies & work with agency leaders • Support the decision-making process for the MGIO by involving the relevant and affected state agencies • Review and communicate impacts of opportunities • Coordinate state government GIS implementation under the state's IT architecture framework. • Communicate with statewide community

  16. State Government Advisory Body Membership • 1 Chief Geospatial Information Officer (Chair) • 12 State Agencies & Constitutional Offices • 1 Legislature, 1 State Judiciary • 1 Statewide Community (non voting) Total: 16 (15 voting)
