Vision • To extend and enhance the National Trauma Service in Regional Sri Lanka • Karapitiya (Southern Province, Galle District) completed under a joint venture between the Government of Victoria in Australia and the Sri Lankan Government • Batticaloa Teaching Hospital (Eastern Province) urgently needs an updated facility • Other public hospitals as needed

Mission • To empower doctors in Sri Lankan Teaching Hospitals to improve health care services, by providing them with medical resources, training and support to build the necessary infrastructure within their teaching hospitals. • To Enhance the National Trauma Servicefrom Karapitiya to Batticaloa and beyond • To raise US$ 6million 50% from the private sector companies 50% from the Sri Lankan Government, Ministry of Health

The Need • Existing facilities are grossly insufficient to serve the needs of nearly two million people in that region from Pottuvil in the south to Trincomalee in the north and Polonnaruwa in the west. • They seek medical help and treatment for disabilities for:- • Domestic and work related industrial accidents • Congenital deformities • Injuries lingering post tsunami • Road trauma • Recreational accidents • Vision impairment • Qualified and dedicated doctors andsurgeons need appropriate facilities to give patient care and treatment

The Need • Modern operating and recovery facilities will help keep doctors and staff motivated • Modern casualty departments need to be established. • To expand and upgrade the free treatment to the public with better facilities to allow more specialised treatment and a wider range of services in regional public healthcare • Sri Lanka announced the largest ever health budget of Rs. 100 billion for 2011/12. • Insufficiency of qualified orthopaedic professionals in regional Sri Lanka • Only 21 orthopaedic Surgeons in Sri Lanka in 2005, Today 78 and rising (Australia has in excess of 1,300 for similar population .) • We need to help stop the brain drain by encouraging qualified professionals to remain in Sri Lanka, by providing better working environments. • Anticipated growth in tourism on the Eastern seaboard willrequire better emergency medical facilities for tourists who may be in accidents.

The Need • Increase the teaching facilities and opportunities for Sri Lankan doctors • Attract new specialities to regional Sri Lanka viz: • Neurosurgery • Plastic surgery • Paediatric surgery • Cardiac surgery • Eye surgery • Better facilities will also encourage more visiting professionals from developed countries such as USA, UK, Canada, Australia and the EU on a pro-bono basis.

The Facility • A modern emergency reception area, accident evaluation facility, four well equipped operating theatres with provision for four more in the future, recovery rooms, two 50 bed wards (male/female), staff and storage facilities etc • Building cost estimate: Rs. 500 million (approx. US$ 4 million) • Fit out and equipment cost estimate: Rs. 260 million (approx. US$ 2million)

Key Dates • Creation of the Foundation and the Registration of the Trust • September 2011 • Requests for Expressions of Interest (EOI) from Architects • October 2011 • Commencement of Fund Raising • November 2011 • Project Plan and draft MOU presentation to the Ministry of Health • February 2012 • Sign MoU with the Ministry of Health, Sri Lanka • August 2012 • Fund Raising Completion • Aug 2014  ANTICIPATED COMPLETION DATE:  AUGUST 2015

  19. Funding Arrangement • Public Private Partnership (PPP) between the GoSL and the private sector through BEAP fundraising efforts. • Negotiate with the government (Ministry of Health) Sri Lanka to use the donation from BEAP and complete project to the satisfaction of the Steering Committee. • BEAP contribution anticipated at USD 2 million + from Sri Lankan corporates and the International medical equipment suppliers • Money collected in Sri Lanka by BEAP to be directed to the National Health Development Fund to fund the project. Money donated overseas will be moved from BEAP bank account to NHDF, into a project specific account to be controlled by Trustees of BEAP and the Health Secretary, Ministry of Health Sri Lanka. • BEAP signs an MOU with Ministry of Health regarding the end use of funds: Key features are: • The building is not started until the funding target is achieved • BEAP generated donations /contributions in NHDF account will be used to pay contractors, builders and suppliers together with matching funds provided by GoSL/MOH. • Target completion date August 2015
