Introduction: To address the transport and related issues/problems in the country, the Pakistan Sustainable Transport Project (PAKSTRAN) is being implemented by the Government of Pakistan.
Objective: The objective of the project is to reduce the growth of energy consumption and related greenhouse gas emissions from Pakistan’s transport sector. The expected Outcomes of the Project are: • Operational urban transport systems in Punjab and Sindh Province. • Improved energy efficiency in truck freight transport. • Increased public awareness and institutional capacity on sustainable transport concepts.
PAKSTRAN will achieve this through: • Demonstrating international best practices, planning and implementation of integrated urban transport systems. • Strengthening the institutional and policy framework for urban transportation. • Demonstrating international best practices for modernizing the trucking fleet. • Raising public awareness and knowledge of issues in sustainable urban transport and fuel-efficient transport in Pakistan
Project Donnors: PAKSTRAN is supported by Global Environment Facility (GEF) and United Nations Development Programme (UNDP) The implementing Partner is: • Government of Pakistan, Ministry of Water and Power, through National Energy Conservation centre (ENERCON)
The Responsible Parties are: • Government of Punjab, through Urban Unit, Planning & Development Department. • Government of Sindh, through Transport Cell, Transport Department. • Planning Commission of Pakistan. • IUCN, International Union for Conservation of Nature and Natural Resources, Pakistan
Duration of the Project: 5 years Budget: US $7.8 Million
IUCN’s Role in PAKSTRAN Based on its global experience and activities and specific strengths to address environment related issues in Pakistan, IUCN has been given responsibility to “Increase public awareness and institutional capacity on sustainable transport concepts”
Awareness Raising and Capacity Building Activities: Conduct a situation analysis • Undertake survey of public and interviews or focused group discussions with planners Develop the awareness-raising strategy and plan
Implement awareness-raising campaign plan • Develop and maintain a project webpage • Develop awareness material • Organize special events. Engage media in awareness raising campaigns in 3 selected cities • Organize sustainable transport conference • Engage academia on sustainable transport • Organise exposure visits

Undertake institutional capacity and training needs assessment • Identify training, academic and vocational institutions with training programs • Conduct survey of institutions to assess capacity and willingness to deliver trainings • Conduct interviews or focused group discussions of planners to determine training needs e. Develop a comprehensive capacity development plan • Review content of existing training courses
Review trends in the field of land use planning and transport planning integration • Develop training course curriculum for LUP and SUTP, modules and manuals • Develop specialized training course on 'fleet greening‘ Organize trainings • Organize training for the trainers • Train trainers to conduct training courses on LUP and SUTP • Facilitate academic exchange programme on sustainable transport
