  2. How can we identify, evaluate and validate learning, particularly non-formal types of learning? How can we guarantee the validity, reliability and transferability of methods for recognising formal, non-formal and informal forms of learning? How can we establish systems for recognising the acquisition of formal and non-formal skills? What initiatives should we take to improve the transparency of skills and qualifications at European level? Initial key issues on WG4:

  4. Linking Thematic Monitoring to Copenhagen process (Technical Working Groups – TWG) Conciliate bottom-up and top-down approach: How can projects feed into work of TWG? How can TWG experts give feedback on projects’ activities? 2 clusters: Transparency of qualification  TWG on Single framework on transparency of qualifications and competencies (“new” Europass) Validation of non-formal and informal learning TWG on Non-formal and informal learning Working Methodology:

  5. 2002 - Identification of Leonardo projects relevant on theme 4 : 62 Leonardo projects (2000-2001-2002) identified 2003/2004 - study on theme 4: questionnaire sent to all theme 4 promoters. projects analysed by CNCP and CEDEFOP according to the two main clusters « Transparency of formal competences » & «  Validation of informal and non formal learning ». 2003/2004 - Organisation of thematic monitoring meetings : “Validation of competences” meeting (June 2003 – Brussels): enabling promoters to situate their projects and work processes within a European context ; as well as for TWG’s experts to draw elements from projects’ results and experience. “LEONARDO’S EUROPE”, conference in Bordeaux, 18 & 19 March 2004 Activities carried out:

  6. 2000-2002 projects not essentially different from ’95-’98 projects BUT, change of profile among promoters (higher presence of social partners e.g.) + work in closer cooperation with training institutions More comprehensive range of tools, methodologies and targets in quest for transparency and validation Larger networks involved (enhance of mutual knowledge and trust) ACC presence in all projects + more numerous Project’s study (CEDEFOP + CNCP) – main findings

  7. 269 delegates from 23 countries wide range of institutional background: representatives and decision-makers (national and local administrations), experts, professional sector representatives, social partners, players in the fields of education and vocational training, projects’ promoters, Leonardo National agencies, European Commission, other European programmes representatives (Equal, ESF, Socrates…) “Leonardo’s Europe” conference – 18&19/03/2004 - 1

  8. “Leonardo’s Europe” conference – 18&19/03/2004 - 2 • Aims of the conference:   • enlighten the contribution of the Leonardo programme and projects to the issues of transparency and validation of knowledge in Europe • reflect on the future contribution of Leonardo to the making of a European lifelong learning area • foster contacts and create synergies between the various players : projects’ promoters, users, experts, decision-makers…

  10. “Leonardo’s Europe” conference – 18&19/03/2004 - 4 • Provisional results • No final conclusions (proceedings to be published) • BUT: • conference enables contact and exchange between stake-holders at different levels and with different angles • Leonardo definitely considered as a “laboratory of innovation” + experimentation taking into consideration the needs of stake-holders

What’s next? • Continuation of Thematic monitoring activities by developing WS issues such as (??): • Validation (common principles) • New Europass / guidance / individuals’ needs • Sectoral approach and enterprises • Complementarity • Objectives: • Fostering experimentations through projects • Recommendations to whom it may concerns • Finding collaboration methodologies between various players, levels, institutions…
