ESE Professional Development Standards • ESE is currently in the process of articulating agency-wide PD standards, and developing a process for identifying high quality PD vendors • Related to authority to grant PDPs • DSAC PD identification and procurement process aligned with completed ESE standards Massachusetts Department of Elementary and Secondary Education

Why this Procurement? • DSAC systemic approach to professional development • Courses have three components: • Core professional development experience • Administrative support • Site facilitator/coach • Cohorts of educators who work together Massachusetts Department of Elementary and Secondary Education

5. Core PD Expectations • Syllabus showing alignment to frameworks • Appropriate balance of content and pedagogy • Early implementation indicators • Pre and post assessments for courses • Post course survey administration • Fact sheets Massachusetts Department of Elementary and Secondary Education

6. Why an RFQ? • Formalization of process into a no-cost Request for Quotes (RFQ) • Standardize DSAC PD expectations • Equity: Opens possibility for other vendors to apply Massachusetts Department of Elementary and Secondary Education

7. New Procurement Process for SY13 • A no-cost Request for Quotes (RFQ) • Includes a one-year renewal option • Vendors only apply for the courses in the RFQ • Only courses on the DSAC PD menu will be scheduled regionally through DSACs Massachusetts Department of Elementary and Secondary Education

8. New Procurement Process for SY13 • A no-cost RFQ does not guarantee a contract with districts • Vendors will contract directly with districts—no work orders through ESE, even for regional courses Massachusetts Department of Elementary and Secondary Education

9. Procurement: Master Service Agreements • Vendors must be prequalified on a Master Service Agreement (MSA) to apply • Expands list of vendors; opens possibility for others to apply • Not yet preapproved on a Master Service Agreement? • Apply NOW to RFR# 13ATAKJ1 (recommended), RFR# 10APAJP1, or RFR# 13CCING1 Massachusetts Department of Elementary and Secondary Education

Procurement: Master Service Agreements • Massachusetts procurement website: www.comm-pass.com • Search for the appropriate RFR under “Contracts” • Follow all instructions and submit a credible proposal • Assume your proposal will be processed by an ESE representative not familiar with your work Massachusetts Department of Elementary and Secondary Education

Timeline: ESE Procurement Process • Vendor RFQ posted soon • Upon posting, all current courses will have six weeks to be renewed, without interruption on the PD menu http://www.doe.mass.edu/apa/sss/support/development.html • Vendor RFQ remains open until May 2013 Massachusetts Department of Elementary and Secondary Education

Timeline:RegionalCourse Scheduling Process • Mid-September, 2012: Level 3 and 4 determinations announced • October 26, 2012: DSAC Grant for districts posted • Rolling deadline with partial submissions allowable • October 30, 2012: DSAC Grant webinar for districts • September through November • DSAC teams work with districts to identify regional course requests   Massachusetts Department of Elementary and Secondary Education

13. Timeline:RegionalCourse Scheduling Process • December • Professional Development Coordinators will contact vendors to establish regional course times and locations • January through mid-March • Districts commit funding for regional course participation • Late-March through early-April • Vendors decide on running partially funded regional courses • April • Vendors begin processing work orders for regional courses with districts Massachusetts Department of Elementary and Secondary Education

14. In-District Courses • Work orders are developed directly between vendors and districts • However, registration is still managed through PD Coordinators • Contact PD coordinators when setting up an in-district course Massachusetts Department of Elementary and Secondary Education
