The Youth Matters Green Paper outlines a vision for reforming targeted youth support by April 2008 The Youth Matters green paper published July 2005 addressed four key challenges: • how to engage more young people in positive activities and empower them to shape the services they receive • how to encourage more young people to volunteer and become involved in their communities • how to provide better information, advice and guidance to young people to help them make informed choices • how to provide better and more personalisedintensive support for each young person who has serious problems Young people at risk of poor outcomes should receive, via someone they know and trust, an integrated package of support which meets their needs including: • a nominated lead professional acting as a single point of contact and making sure support is coordinated, convenient and integrated • a clear and simple assessment procedure so that no young person needs to retell their story many times to different people • easier access to services by encouraging co-location in schools, voluntary drop-in and health centres, youth facilities and advice shops • frontline youth support teams focused on prevention and effective early intervention • a change in the extent to which support professionals engage with parents • clearer and simpler referral routes for schools/ agencies to use for pupils with severe problems Targeted Youth Support
The Targeted Youth Support vision includes 7 key elements • Early identification of risk/problems with eg: • NEET • Non attendance/disengagement from school • Teenage pregnancy/parents • Crime and disorder • Substance abuse • Mental/physical health • Homelessness • Protection issues • Strengthening the influence of vulnerable YP, families and communities to bring about positive change • Building a clear picture of needs using the CAF/pre-CAF • A personalised package of support and opportunities, co-ordinated by a trusted adult - the Lead professional, working in collaboration with other agencies to reduce risk and build resilience • Providing support for young people across transitions between schools or between services • Enabling YP to receive support in universal settings where they feel comfortable • Making services more accessible, attractive and relevant By April 08 to reform radically support services for vulnerable young people and their families • Information, advice & guidance • Positive activities • Community & volunteering • Targeted youth support Integrated Youth Support Services (Youth Matters):

Populating the Model • The Core Group comprises local practitioners • The Steering Group is made up of individuals and services which are closest to the Core Group and can support its work • Aligned Services/Agencies
The Core Group • Meets monthly in Kirkby • Current membership; Inclusion Support Services, Connexions, CAMHS, Youth Services, Family SENCO, Social Care, Children's Centre, School Nurse, Parent Participation Officer, Voluntary Sector • Is chaired by Family SENCO
The role of the Core Group • Accepts requests for involvement from other Services/Agencies as well as from C&YP and families • Uses the Common Assessment Framework as the assessment tool • Co-ordinates the delivery of key services relating to ISk
CAF/Role of Lead Professional • The criteria for CAF is multi-agency involvement with little impact or the likely need for such involvement • A CAF will be completed as a first stage of bringing together key staff and agreeing the Lead Professional • The Core Group can support and advise re; the need for a CAF, if uncertainty re which agencies to involve, if professionals unable to agree Lead Professional, if work is not progressing satisfactorily
Next steps • Roll out to 6 other Families of Schools in the other 6 geographical areas of Notts. • Links to Extended Schools agenda • Links to other local and national developments; trainee Social Workers in schools, CAF • Co-ordinator role secondment currently to Easter 2008 • 3 year plan for locality working across Notts

Notes for the Second Phase • Meet early with Managers and Key Agencies…and with practitioners on a multi-agency basis • Help people see the whole picture-how Integrated Locality Working, CAF, Extended Schools are all pieces of the same jigsaw. • Allow expression of fears/anxieties but be clear that this is the way forward-adopt solution focussed approach

Targeted Youth Support Appendix A Tailoring a Support Package for North East
There are a number of principles around this project • We will be working in partnership with you – this is your journey supported by GO/TDA • We will be building on your successes to date • We will help you to facilitate the creation of local models that will allow testing and exploration of the recommendations and ideas in Every Child Matters and the Youth Green Paper • Within a policy framework, GO/LA will decide what works best regionally and locally
Proposed offer of support from GO/TDA recognises the work and achievements of LAs to date and helps accelerate that journey: • A series ofregional events that map onto the framework for delivering effective TYS. • One day, themed workshops, to problem solve key issues • Focused support to some authorities decided by GO/LA • Customised Learning Networks • Forum for regional and national sharing of good practice and learning • Web-based learning from the TYS toolkit on the ECM website • Progress monitoring tools to support LA own project management
