geoland objectives – Global Observatories • GEOLAND • the goal was to integrate European capacities, by assembling them in a common work & objectives • preoperational demonstration consisted in off-line production for each segment • organize R & D efforts oriented towards service needs • GEOLAND “Follow-on” • consolidate integration of national and European capacities, including ESA efforts • pre-operational demonstration will consist to set up and run near real time operational processes in each segment • develop the R & D work oriented towards service needs

User Segment (established / foreseen in short term) • MARS • DG AGRI: though MARS-PAC (MoU) • DG AIDCO: through MARS-FOOD (MoU) • FAO: through JRC/MARS-FOOD (MoU) (contract FAO DG Aid Co) • Africa Observatory • DG RELEX, DEV, AIDCO through JRC (MoU) • UNEP: though JRC/AfObs-Env (MoU) • FAO: JRC/AfObs-Env (MoU) • DG ENV: contact in place by Af.Obs, no MoU • AMESD directly with project and/or AU when in place • Land carbon • ECMWF: project partner • DG ENV: contacts to be consolidated • EEA: contacts to be consolidated • National level: no specific agreement, possible channel through EUMETNET • Seasonal Monitoring Europe • EEA • DG Env ?
Core Service / Downstream services • A Core service is a service whose users are in charge of the implementation of EU sectoral policies • Downstream services are services for other users. They include : • GEMS Atmospheric Services at ECMWF • FAO, UNEP, AMESD, EUMETNET (customers of the Core Service through Service Level Agreements) • others, to be identified later • national • regional • other users through GEOSS • ...

R & D Plan • IN SITU DATA • Develop and maintain network of in-situ measurements for the validation of output products ; FLUXNET, VALERI, Soil Moisture, BSRN, Carbon storage, Crop yield & areas, Environmental stress indicators • ALGORITHMS • Develop methodologies for customizing the products to user needs (example : filling gaps in space & time) • Prepare multi-sensor fusion methodologies • Provide a platform of intercomparison of existing algorithms (“benchmarking”); produce & document advices for further processing • Preparing the next generation of products / algorithms (to be produced operationally in the next 2 or 4 years) • PROCESSING LINES • Produce with updated methodologies operational and validated processing lines to be delivered to the NRT Op component • PRODUCTS • Producing archives of time series of all output variables. Reprocess these archives with updated generations of algorithms
Implementation Plan • INTEGRATION OF CAPACITIES • Ensure coordination between near real time operations providers in Europe • in particular land SAF (MSG. METOP, MODIS/TBC), VITO (VGT, MERIS/TBC), MEDIAS-France (off-line reprocessing), EUMETSAT (incl. hydro products), • and operators for key operational or pre-operational applications, namely JRC/MARS & Africa Obs, ECMWF, EEA • take steps towards medium resolution pre-op. operation • Integration of results from ESA GMES programs, such as Globcover, GMFS, Kyoto ARD, Globcarbon, and relevant national projects • Prepare Service Level Agreements between service providers, and between providers and users • Ensure centralized/coordinated communication and distribution access • NEAR REAL TIME PRODUCTION • Implement processing lines delivered by the R&D component in each segment • Production in near real time of biogeophysical parameters, operated from the beginning of the project, NRT production soon after for the other components
Sustainability • The goal of Geoland “follow-on” is to set up near real time operational capacity and proper European & national integration. • Steps to go to truly operational capacity need to be identified – part of GMES governance • funding source • funding mechanism • milestones and planning
