Short description of the FISCH case “Documenting and leveraging the development and accelerated implementation of the transition strategy of the Flemish (petro)chemical cluster towards a sustainable cluster of world-class, on the basis of the strategic transformation program FISCH”
Short description of the FISCH case • FISCH: open innovation hub for sustainable chemistry • A strategic initiative for sustainable development with (green) chemistry • Involvement of about 400 players from research, industry and society • Drivers: • economic and societal push for a transition towards sustainable chemistry • the insight that chemistry will have a large contribution to solving societal challenges • Status of FISCH • Past: Platform emerged since 2008; rooted in a large feasibility study • Recent: Flemish STI and industrial policy in favour of sustainable development in general and sustainable chemistry in particular • Now: Start of the first programmes, while redefinig specialisationsbased on Strategic Intelligence activities
FISCH ecosystem: the chemical sector • Characteristics Belgian chemical sector: • Largest industrial sector (90k direct jobs, 8k³ added value, 3 rd of all exported goods) with firm historical and geographic roots, i.e. Antwerp (largest European chemistry cluster) • Largest business investments in innovation (BERD about €1.6b, or 50% of Flanders) - and increasing (>11% in 2011) • Relatively low investments of public sector in (sustainable) chemistry • Sector is very dense and supply chains heavily interlinked: more radical systemic (open) innovation (transition) will be needed • 20k new recruitments required till 2020 • Increasing self-organisation of the cluster, notably via essensciawhich successfully lobbied for a dedicated public instrument and increasingly sets up international collaborations
FISCH ecosystem: knowledge supply • Highly skilled working force: • 40 % higher educted • 60% underwent formal training • A forest of knowledge institutes • Universities and high-schools (UGent, KUL, UA, VUB, UHasselt) • Chemistry related knowledge centers (VITO, VIB, Centexbel, …) • … and many other small actors Large knowledge supply in Flanders – including both basic and strategic research, but currently not sufficiently geared towards the needs of the Flemish chemical industry No dedicated knowledge center for (sustainable) chemistry

FISCH ecosystem: May 2011 : Flanders new innovation & industry policy 2012: FISCH has become the demonstrator of the Flemish industry policy 2012 and beyond … Accelerated ooze out the Innovation Hub Policy in all government activities
Current progress of FISCH • FISCH started early 2012 with a dedicated “competence pole” • Processes (relevant for s3): • Numerous starting projects defined since 2008 • Sustainable Development year report (GRI) for the Belgian chemistry sectors • Prioritising process based on expert opinions and cluster hierarchy • In the framework of this case study we will deploy strategic intelligence tools towards new sustainable smart specialisations • Realisation (open call) of most promising Innovation programms: find, evaluate and prioritise new sustainable smart specialised value networks • Substantial investment in roadmapping exercises and sustainability evaluations of programms and their projects • Resulting in a strong new Strategic Innovation Agenda • Cross-border open co-operation in a transnational cluster
FISCH: accelerated strengthening of international ties • Flemish chemical sector shows ongoing self-organisation by strengthening collaborative ties in a cross-border perspective • Since 6 years Flanders & The Netherlands are tightening collaboration (innovation hub in Flanders – topsector in NL) • 2 Weeks ago SUSCHEMbelgium was inaugurated • Last Monday Flanders signed a pact with NordrheinWestphalen- focus on chemical/energy & logistics/transport • Chemical sector has a convenant with Flanders Investment & Trade: marketing Flanders’ industrial chemistry competences
Strategic Intelligence (for this case study) • Technology scanning tool for programm development (value chains/networks) • Clutches on two concepts: • Cluster –approach • Mapping of “in-cluster” competencies • Search for white spots; with a systemic and dynamic perspective • (Technology) roadmapping • Definition of (future) knowledge, technology and market pathways; starting with demand articulation Mapping of pathways and (knowledge) demands Alignment of demand articulation & knowledge supply (roadmap) Matching knowledge demands and supply: regional & cross-border Cluster analysis Analysis of available roles/competencies and white spots
