Background • In 481 B.C.E. Xerxes sent ambassadors to Greece to demand “earth and water” from the all Greek city-states, all except Athens and Sparta. • Athens and Sparta take the lead in convening a meeting of Greek city-states in Corinth in the fall of 481 to discuss the Persian threat. • 70 of 700 independent city-states send representatives to this gathering.
