Approach of ASDP contd. Special components of ASDP • Roshni – 24 of the IAP districts – the list of districts is being revisited (50,000 in 3 years). • Himayat – a special scheme for Jammu and Kashmir (1 lakh in 3 years) • A new variant for NE is under consideration.
Costs permissible to PIAs for skilling and placement projects
Additional support to PIAs • Retention support of Rs. 3000/- per candidate shall be paid to PIA in case candidate continues in job for one year • Career progression support of Rs. 5000/- payable to PIA for every candidate placed in a job with salary higher than Rs. 15000/- per month • In case of placement abroad, additional support of Rs.10000/- for every candidate placed in a job with salary higher than Rs. 25000/- per month
Streamlining Procedures • PIA procurement procedure • Internet-enabled workflow driven national and State platform (that talk to each other) • PIAs own platform that talks to State level platforms or PIAs can use State or national platforms • Online submission of project proposals • Score Cards -fresh case, 2nd release, 3rd release and 4th release project closure • Training Centre Appraisal Checklist
AAP, SSP, MSP? • Two kinds of states – AAP and non AAP • Two kinds of projects – MSP and SSP • Multi State Projects (MSP) to be brought to an orderly closure. No new MSP • AAP states will sanction SSP projects at their level • Non AAP states will propose SSP projects, but MoRD will sanction.
State’s readiness to graduate to Annual Action Plan • States that fulfil the following five conditions may avail of funding from Ministry for grant of projects under Annual Action Plan. • Have a full time COO in charge of skills and placement. • Have a dedicated skills team at the state level to support COO skills. • Have a dedicated skills team at the district and sub district level to support COO skills. • Have a policy that is aligned with the national guidelines on how to appraise new and on-going projects. • Have a policy clarifying how ASDP PIA’s can use spare capacity (men and material) in government institutions and buildings.
Role of District Administration in ASDP • Preparation of youth database at panchayat level. • Assist PIA in mobilization of rural candidates. • Identify and enable access to suitable public infrastructure in these districts for undertaking skilling projects. • Enable assistance for tracking of candidates who have been given placement through involvement of community based organizations (SHGs) or PRI’s. • Monitoring of ASDP Projects and inspection of training centres.
Concurrent evaluation of ASDP projects • Level -1PIA • Weekly online monitoring of data uploaded daily by training centre • Bio metric geo tagged time stamped attendance of trainees and trainers • CCTV recording of class room transactions • Monthly inspection of training centres by Q team of PIA • Level -2 SRLM (with help of DRDA & State TSA) • Fortnightly issue of advisory to PIA based on online report of PIA Q-teams • Bi- monthly inspection of training centers to verify Q team online report • Only approved formats to be used. • Level -3 MoRD (with help of TSA) • Fortnightly issue of advisory to SRLM based on inspection of SRLM advisory and online report of PIA Q-teams • Periodic inspection of training centers to verify SRLM inspection report and PIA Q team online report • Only approved formats to be used.
