History of the NASDSE’s Low Incidence Initiative Projects • Deaf Education Initiative Project • OSEP Grant (Robert Davila, secretary) • 13 major organizations in field of deafness • Deaf and Hard of Hearing Students: Educational Service Guidelines • Seminar training in some states
The History Continues • Blindness Education Initiative • Hilton/Perkins Grant: Guidelines and Training Seminars • 12 major organizations in the field of blindness • Development of the Training Seminars • Over 30 states have participated
The project will train • Local and state education personnel with responsibility for students with visual impairment • Parents and other advocates • Consumers
States and districts can use the knowledge and skills to • address relevant issues in their state, and • develop strategies for ensuring a comprehensive educational service delivery system for all students who are visually impaired, including those with multiple disabilities.
Results to Date: Blindness Training Seminars • On a 5-point scale, where 1=poor through 5=excellent, the overall rating for effectiveness of the workshop, the scores tended to range from approximately 4.30 to 4.89.

The Training Modules • Developed as a guide for delivering: • the most current information on federal and state statutes, regulations, and policy guidance, • the best thinking of experts in the field on promising practices in selected content areas. • prepared for use in inservice personnel preparation activities to enhance the delivery of educational services to students with hearing impairments.
