Background • Edinburgh is the capital of Scotland. • Current transportation: Bus system. • Interest in a transition to a tram system began at the end of the 20th century. • The planning of the project began in 1999 when it was unveiled. • Execution Phase: Construction of the network commenced in June 2008. • The project team spent 4 years in the Initiationand Planning Phases.

  3. Triple Constraint • The CostandTime have been continuously adjusted and increased. • The Scopehas been continuously adjusted and decreased.

  4. Scope • The original proposal envisioned three lines across the city of Edinburgh that would run through the city center. • Deliverables • Line 1: North Edinburgh • Line 2: West Edinburgh • Line 3: South East Edinburgh. • Not approved by Scottish Parliament

  5. Scope Change • Prime example of Variance • Line 3 was not approved by the Scottish Parliament • Lines 1 and 2 combined • Split into three phases • Phase 1 split into 1a and 1b • Only Phase 1a has been envisioned

Problems • Transport InitativesEdinburg had undergone organizational changes • Phase 1b cancelled due to financial problems • Plagued by contractual disputes • In a January 2010 report, was noted that some important milestoneshad been pushed back by up to two years • March 2010: Announced by Bilfinger Berger that construction had been delayed by 30 months • Estimated completion date: 2014
