Research Projects 2005/06 • Waterproofing of decks- Stiffness of membrane/ thin surfacing –Completion 03/06 • Waterproofing of decks – Early application – Completion 03/06 • ATM gantries – High -sided vehicle buffeting effects – Completion 09/05 • Durability of hinge-decks – Draft of BA to be circulated shortly • Performance Indicators for highway structures – Trial Documents available • Crevice corrosion investigation in post-tensioned structures- Research findings being considered by HA • Performance assessment of FRP bridge decks: Testing of deck sections under static and dynamic loading – Phase 3 Report • Effectiveness of washing bridges • Design and strengthening foe vehicle impact ( out to tender) • Assessment rules for web panels and associated stiffeners in composite decks • Develop Special Order vehicle model ( contract let) • Bridge Inspection Manual (completion May 2006)

Development of the R&D Programme 06/07 and beyond: • New proposals deadline date (14 October 05) • Bids collated and evaluated • Proposed projects prioritised • Programme matched to available resources • Draft programme to HA Board (Jan 06) • Submission to the Minister (Feb 06) • Approval by the Minister (April 06)

  8. Framework Contracts Existing Framework Contracts • At present about 45 Live Frameworks with 53 suppliers • End date of Dec. 05 but tasks could be extended/ placed to run until Dec. 06 with approval.

Procurement Strategy 2001 • To engage in partnerships with fewer better suppliers • To supply a complete service – in–house or their own supply chain • Aimed at primarily at civil and design services • New Maintaining Agent Contracts • Consultancy Framework for Advice and Design • ECI Contracts for major road schemes • Can the strategy be applied to R&D and Consultancy Projects?

Framework Contracts R&D and Consultancy Framework Contracts • Consultation with Industry – Dec. 2003/January 2004 • “ www.highways.gsi.gov.uk/roads/consult.htm” • Positive responses received with some concerns • Domination of few prime suppliers • Potential loss of specialist and small suppliers • Commercial confidentiality and IRP • Remuneration arrangements • Availability of realistic work load • The “Community”- How will this work?

Framework Contracts Current Position • Completed evaluation of expression of interest • Preparing to go out to tender for 2 New National Framework Contracts – 18 Suppliers • Complete tender assessments in November 2005 • Application of CAT (capability assessment toolkit) • 6 Attributes, 3 indicators per attribute and 5 levels of capability • Contracts to be let in late December 2005
