New Fee System • To have a single fee of £9 per day per participant for Village, Summer Camp, Seminar Camp and Youth Meeting. • This fee includes all the present fees (membership, participation, seminar international staff travel and host fee) • Doesn’t include liability insurance • Village: It would mean implementing a host fee • PAs will have to pay the fees for all the sending delegations.

  12. Why £9 a day? • It allows the four programmes to be on the same level • Encourages hosting • If an NA wishes not to raise participation fees such as village, they could simply take the money that they receive from hosting and reallocate it (to the sending participants)

As it is now • At the moment there are different formulas for Village and Summer Camp • Village and Summer camp reward hosting with invitations • Youth Meeting and Seminar Camp don’t have formal procedures • Summer Camp’s system is within the committee, and Village delegation invitations are worked out using a formula in the IO

  15. Overview • The points system should be based on reciprocity (meaning that the invitations you receive should be directly linked to how many programmes you host). • There should be a large incentive to host, and a large incentive to host the programmes that you want to send to.

  16. Current Village Formula • Takes the previous three years hosting into consideration • Takes Rule Violations (or penalties) into consideration • Considers a 3% reserve for PAs • NA requests • What’s on offer (we can’t offer more then what is available)

New Hospitality Points (1) • It is based on a three year average to account for NAs who don’t host all programmes regularly. • It works across all the camp- based programmes (VL, SU, SC, YM) to account for NAs who may not be able to host specific programmes • A certain number of places for ODC distribution for promotion.

  18. New Hospitality Points (2) • There will be a cross programme point system, where one point is rewarded for a participant place, for one week. (eg a village delegation is worth 16 points, as there are 4 participants and 4 weeks) • The points that you receive will be an average of your hosting over 3 years, minus a couple delegations or participant places.

  21. Process of Allocation • To calculate how many sending points an NA has for the following year, the IO will find the average of the past three yearhosting (but with slightly more weight on the current year (10%).

  22. Process of Allocation • NRF • NAs make requests for sending through NRF (as it is now) • Before Round One: • 1. Using programme points • 2. Using points from other programmes • 3. No points • Round one is created- waiting lists are created • Round 2+ • any requests granted past round one are freebies • There are no rollover of points in future years. Each year is a new • system.

  23. ODC Bank • IO informs ODC of the number of places in their ‘bank’ • ODC (ReCos) would advise IO of the number that NAs and PAs would receive • IO would distribute ODC bank allocations using criteria that is currently used

  24. Advantages of the ODC Bank • Can be transparent • Long term planning for growth • ODC to have more leverage to help struggling NAs and PAs • Holistic view of NAs instead of programmes

Penalties • Currently, penalties are connected to the village hospitality points system • Currently, in Summer Camp it is done informally by the committee • In the New Hospitality Point System, no penalties are connected. • For the Rule Violations, Infofile R-11 ( Sanction Procedures) may be applied.

  26. Process during and after AIM • IEC and IO are working on the details of the Hospitality Points System and publish them in the MWM minutes. • ODC create ‘bank guidelines’ • Create round 1 in 2010 for 2011 programmes • New fee structure will be applied in March 2011 Invoice.
