The Scottish Executive is the devolved government for Scotland.It is responsible for most of the issues of day-to-day concern to the people of Scotland, including health, education, justice, rural affairs, and transport and manages an annual budget of around £20 billion.The Executive was established in 1999, following the first elections to the Scottish Parliament. It is a coalition between the Scottish Labour Party and the Scottish Liberal Democrat Party. The Executive is led by First Minister Henry McLeish MSP and Deputy First Minister Jim Wallace MSP. The First Minister is nominated by the Parliament and in turn appoints the other Scottish Ministers. Scottish Executive civil servants are accountable to Scottish Ministers, who are themselves accountable to the Scottish Parliament.

Current position • Until the situation is clear with all Scottish users of 450-470 MHz the Scottish Executive believes that a substantial amount of the present allocations can be released from 2007 (possibly earlier), but believes that a residual paired band will be required post this period, currently estimated at 2 x 0.6 MHz
