purpose of planning main purposes of planning include: allocating land: homes, jobs, schools, etc. transport: meeting our desire for mobility heritage: conserving and enhancing our heritage environment: protecting and improving our built and natural environment promoting sustainable economic growth Planning guides the future development and use of land Planning is about where development should happen, where it should not and how it interacts with it’s surroundings The planning system operates in the long term public interest (Scottish Planning Policy, 2010)

Proposed Local Development Plan Scottish Ministers expect the Proposed Plan to represent the planning authority’s settled view as to what the final adopted content of the plan should be. This stage should not be used to ‘test the water’: new or controversial elements of plan content should already have been aired at the Main Issues Report stage (at least as options). government looking for active public involvement at this stage
