2. UK Chemical Industry Chemical industry is UK’s largest manufacturing sector
Over 80% of companies employ under 50 people
We embrace all the chemical industry (except pharma) but include plastics and rubber
We cover both chemicals manufacture and downstream uses
3. Hampton Review Chemical industry is – rightly – highly regulated
But there is much to be gained from “Better Regulation” of the sector
This has been recognised with the formation of the Chemicals Regulatory Forum
Welcome Hampton Review as a significant step in taking forward this agenda
4. Industry Response Response represents the views of the UK chemical industry
I will focus on two major areas of the response
Inspections and Risk
Simplifying Regulatory Structures
5. Inspections and Risk Risk assessment should form the basis for inspection programmes
Risk assessment should take account of accreditation and performance
This is the subject of an HSE consultation (Regulation and Recognition)
The industry already has a number of “responsible care” type schemes.
6. Simplifying Regulatory Structures Welcome steps to simplify structures
Want to see integrated inspections between regulators
But need to avoid potential dilution of expertise
Common reporting frameworks have considerable potential to reduce duplication.
7. Simplifying Regulatory Structures UK chemical industry agrees that there may be scope for consolidation of regulators.
But concerned about the prospect of “super regulators”
And unified sectoral regulators might be seen as too close to their industry.
Also concerned about the burden of paying for a dedicated regulator
8. Simplifying Regulatory Structures Rather than merging regulators, the UK chemical industry would wish to see much stronger joint working, particularly in developing common national standards and reporting requirements.
The concept of a “virtual merger” of regulators is worth investigating in the chemicals sector.
9. Conclusion UK chemical industry sees considerable potential in the Hampton Review
We want to ensure that it succeeds in helping reduce regulatory burdens
We want to ensure continuing engagement in the Hampton process
