  2. The need for a comprehensive strategic planPlanning today to empower our students to contribute and compete locally, regionally, nationally and globally

Why is such a plan critical for the Howard-Winneshiek Community School District? • We are now well into the 21stcentury. • Established systems are rapidly evolving. • Technology is accelerating the change process. • Education is still functioning with 20th century thinking. • Iowanow competes on a global stage. • Governor Branstadand Iowa Legislature’s priority is education reform.

The Howard-Winneshiek Community School District, creating a comprehensive strategic plan and a vision of what 21st century learning is, emphasizing citizenship and service,Science, Technology, Engineering and Math (STEM) with a commitment to making it operational, will prepare students to contribute and compete locally, regionally, nationally, and globally.

  5. Comprehensive Strategic planning …what is it? BASIC PRINCIPLES: • Strategic planning takes you outside the day-to-day activities of your organization. • It provides you with the big picture of what you are doing and where you want to go. • Strategic planning gives you clarity about what you actually want to achieve and how to go about achieving it.

  6. Strategic Planning Enables You toAnswer • What problems are we addressing? • Who are we? • What difference do we want to make? • Which critical issues must we respond to? • What capacity do we have/what can we do? • Where should we allocate our resources? • What should our priorities be?

  7. TheNext Steps • What’s the immediate objective? • How should we organize ourselves to achieve this objective? • Who will do what when?

  8. A Strategic Plan is a Blueprint. That is why it is important to: • Base your process on an understanding of the external environment. • Use previous work to extend understanding of the external environment and your own capacity. • “OODA” loop (Orientation, Observation, Decision and Action)

  9. What would the process look like atHoward-Winneshiek? Vision and Mission • Current condition • Community support • Identify beliefs and values. • Be ready when beliefs and values conflict with facts • What things are non-negotiable? • Transparent conversations

The Process and Implementation • Administrative team and Board of Education create the draft. • Draft is shared with stakeholders.* • Priorities and strategies are formulated. • Roles are assigned,strategies implemented, and timelines established. • Identify benchmarks of progress. *Schools Cannot Do It Alone by Jamie Volmer

  11. Processes for potential optionsinstrategic planning? Identify resources • Keystone Area Education Association • Iowa School Board Association (IASB) • City, County, State • Northeast Iowa Community College (NICC) • Business and Industry partnerships

Processes continued ENGAGE STAKEHOLDERS • Develop communication on multiple channels. • Acknowledge perspectives. • Value student body input. • Build off work done already. • District Facilities, Finance, Student Achievement, and Communication Committees • School Improvement Advisory Council (SIAC) • School Improvement and Building Leadership teams • Cresco Area Chamber of Commerce, Howard County Economic Development, Howard County Business and Tourism

  13. Planning and Discussion • The discussion: Stakeholders • The planning: The Board and Administration. • Utilize additional resources for technical support in facilitating the plan. • All stakeholders knowing the priorities and their role in implementing these action steps.

  14. Action Steps • Identify beliefs • Surveying community members • Focus groups • Online polls • Open communication with students

  15.  Timeline Target: draft versions of the Vision and Mission Statements shared at fall Parents Teacher conferences

  16. InConclusion The clock is ticking and time is of the essence. We need to awaken patrons to the sense of urgency; action needs to happen now! Questions?
