6 early adopter authorities
Placement, episode and child datasets merged together using child identifier, local authority code and episode start date
Children who were looked after continuously from 1 Aug 2007 to 31 March 2008 selected for experimental analyses Previously an aggregate return. Individual level data collection allows much more breadth and depth in analyses and linking to other datasets
6 early adopter authorities include Dumfries & Galloway, East Lothian, East Renfrewshire, Perth & Kinross, Renfrewshire and Scottish Borders . Renfrewshire excluded from preliminary analyses due to a problem with some missing data, which has now been rectified and will be included in subsequent analysis.
Selecting this period for continuous care is related to data linking work and will go into this in more detail later.Previously an aggregate return. Individual level data collection allows much more breadth and depth in analyses and linking to other datasets

3. HEALTH WARNINGS….. Data is pilot data and therefore:
IS NOT representative of Scotland as a whole
Figures today should NOT be quoted
Tables, charts and figures today
are illustrative ONLY of what the
new data can be used for
4.
5. Linking the early adopter data Linking to education data held by SG:
Attendance
Attainment
Exclusions
School leavers
Key to linking is Scottish Candidate Number
Different collection periods
Harmonisation by 2010-11
Migration to academic year
Comparison between LAC data and looked after child flag from pupil census in Education data
6. LAC and attendance
7. More on attendance rates……. Attendance rate for children not looked after is 94.0%
Attendance rate for those looked after away from home is 89.5%
Attendance rate for those looked after at home is 82.6%
8. LAC and attainment Average total tariff scores by student stage
Using unified points score scale
Each qualification gained has an individual score based on the qualification type and level attained
E.g. a Standard Grade at level 1 counts as 38 points and at level 4 counts as 14 points
9. LAC and exclusions 19% of continuously looked after children were excluded at least once during 2007-08
78% of looked after children excluded at least once from school in 2007-08 are male
50.5% of looked after children who are excluded at least once in 2007-08 have experienced more than one placement
10. The future………. Outcomes focused
E.g. Does being looked after help motivate child to attend and participate in their education?
E.g. Does being looked after help a child meet appropriate levels of educational attainment
Longitudinal analysis
Analysing the educational outcomes of looked after children over time in relation to:
Stability of care/ number of episodes and placements
Changes in type of placement
Presence of care and pathway plans
Linking to other outcomes such as health, housing and youth justice
