Content of the Progress Report • Covers the TF IPS Project’s activities up to date since May/June 2008, when the effectiveness’s conditions were fulfilled. • In May 2009, a new revised procurement plan has been finalized and approved. A reallocation of funds has positively influenced in a better and more efficient use of these funds in compliance with the needs of the beneficiaries. This will improve the ongoing of procurement process. More realistic time periods are foreseen in the new revised procurement plan.
Current situation of the procurement packages • 8 packages : under implementation ( contract signed) = 336,072 Euro 8 packages ONGOING = = 2,412,000 Euro 5 packages not started = 1,095,000 Euro • 9 Others (trainings, IOC..) = 494,000 euro

Issues that need to be addressed to all relevant parties • More proactive collaboration among Albanian beneficiary institutions in ToRs designations, evaluation processes and contract negotiations. • Improve timeliness that the World Bank should consume to supply its No Objection / or any other comments and feedback in response to documents from the CFCU. • Critical package for the TF IPS is ref. no. 08.11 for the Development and Testing of the AFMIS (including EAMIS and IPSIS).
