Solid Waste History • The Town Provides Curbside Trash Pickup • In 1991, A $200,000 Override Preserved The Town’s Trash Service • In FY 2006 Trash Costs Exceeded The Override • In FY 2009 Town Voted Pay As You Throw (PAYT) For FY 2010 • In FY 2010 Selectmen Requested A Review Of PAYT In FY 2011

  4. Solid Waste Trends – Total Tons • The Town’s Solid Waste Volume Is Down 24% From The Peak of 2,666 Tons in FY 2006 To A New Low of 2,037 Tons In FY 2010.

  5. Solid Waste Trends – Per Ton Cost • Per Ton Costs Are up 112% From $98/Ton in FY 2004 to $208/Ton In FY 2010. • Per Ton Costs Have And Are Expected To Recede Even Further During FY 2011

  6. Solid Waste Trends – Total Cost • The Cost of Solid Waste Peaked At $423,000 in FY 2010. • PAYT Began In FY 2010 & Disposal Costs Shrank By 27.5%.

  7. Solid Waste Trends – Override • The 1991 Proposition 2 ½ Vote For $200,000 Is Now Raising $320,000 And It Will Be $400,000 By 2020.

  8. Solid Waste Trends – Funding • The FY 2010 Use of PAYT Rebalanced The Trash Budget. • Now With PAYT Fees Override Is Larger Than Net Cost.

  9. Solid Waste - Recent Actions • Recent Actions Include: • New Collection Contract • Returns FY 2011 Costs To FY 2006 Levels • Last Year’s Collection Cost (FY 2010) Is Reduced By 8.25% In FY 2011.

  10. Solid Waste - Recent Actions • Recent Actions Include: • New Disposal Contract • Returns FY 2011 Costs Closer To The FY 2005 Levels • FY 2010 Cost Was Down Less Than 1% • FY 2011 Cost Is Down More than 21%
