    3. A Community Consultation Scenario This presentation walks through an example, with Organizer notes, of using Powernoodle in a Community Consultation process. Stakeholders receive an email from the community economic development professional, inviting them to join a private Powernoodle session: City Council, Tourism, Youth Organization, Economic Development, Education, Healthy Communities, Chamber of Commerce People are given one week to add ideas and comments anonymously and at their convenience, to two questions: “Looking ahead five years, this community will be successful when the following is in place?” “How do we get from where we are now to where we want to be?” The group Votes, Rates and Prioritizes, and the highest ranking ideas move forward into the Action Plan. Planning Your Powernoodle Powernoodle sessions can be run in three different configurations: As 1) Face-to-Face and 2) Virtual meetings (or a combination) and 3) Offline, with people contributing on their own within a set window of time. You can run each step in the configuration most convenient for your participants. In our example, we ran the Brainstorm step offline, and then ran the rest of the steps together in a Face-to-Face meeting. Tip: If you are planning to run all Powernoodle steps in an offline configuration, we recommend you have a brief kickoff call to introduce the Powernoodle, as you would kickoff a project. You can invite different Participants to different steps in the Powernoodle. In our example we kept the same participants invited for all of the steps. Organizers can use all or some of the Powernoodle steps, depending on the process.     9. Crafting Great Questions A Powernoodle Is Based on a Set of Questions. Framing and structuring the QUESTION has a big impact on the success of a Powernoodle meeting. Frame your questions to obtain mutually exclusive and comparable responses. (Apples to Apples) In our example, we wanted to people to buy-in and get aligned to a single vision of the future. We used two questions to focus the group, first on their vision and then on what would need to be in place to get there: “Looking ahead five years, this community will be successful when the following is in place?” “How do we get from where we are now to where we want to be?” An Excel report is automatically generated for each question. powernoodle.com/CommunityEconomicDevelopment Community Economic Development - Strategic Planning - Community Consultation

    11. Brainstorm Step: Notes Click Brainstorm button at the top. Set participants to view ALL ideas, unclick ‘Participants can only view their own ideas’ box. Click Brainstorm: Start Step. An Add Ideas box will appear at the bottom of the screen. To give your group a start, add a few ideas (they will appear as yellow sticky notes). In our example the group added thirty-six ideas. Download the Powernoodle Excel Report on the web site to see all of the ideas and results from each step of this Powernoodle example. Invite the group to add comments to each other’s ideas and remind them everything they do is anonymous.     13. Categorize Step: Notes The purpose of this step is to group ideas into categories. The Organizer reviews the ideas and creates categories that reflect potential project areas or groupings. Click ‘Participants can categorize their own ideas’. Unclick ‘Participants can only view their own ideas’. Click Categorize: Start Step. To do the Categorize step as a group: Make sure the task bar below the Categorize button is set to view My Ideas. To do the Categorize step with the Organizer only: Make sure the task bar below the Categorize button is set to view All Ideas. Drag + drop ideas into the Categories that best fit. An idea can only be associated with one category. The category labels will appear on the yellow sticky notes.     15. Combine Step: Notes The purpose of this step is to combine duplicate and similar ideas, to create a set of distinct ideas that can be evaluated on their own. Click Combine: Start Step. The Organizer drags the ideas to be combined into the Combine Ideas box at the bottom of the screen. If the Organizer is completing this step with participants, the participants will see the ideas that are being combined grey out. The Organizer chooses an existing idea name or renames the new idea and chooses its category. Combined ideas disappear from the screen, replaced by the newly created combined idea.     17. Vote Step: Notes The purpose of the Vote step is to help people take a step back and look at everyone’s ideas and begin the process of moving the best ideas forward. The Organizer sets the number of votes, using a 1:5 ratio of votes to ideas, with no less than three votes. Click Vote: Start Step. A quiver of arrows will appear on the bottom right of the screen. The Organizer directs Participants to cast their votes for the ideas they think most important to achieve the vision for the community. To vote, hover over an idea. When the target appears, click to cast a vote. Click again to remove a vote. Maximum of one vote per idea. Click Vote: Complete Step.     19. Vote Filter: Notes A filter bar will appear on the Organizer screen, once the Organizer has clicked Vote: Complete Step. Move the slider to choose the top 5-10 ideas to advance to the Rate step. Tip: You will see clear breaks emerge in the number of votes cast.     21. Rate Step: Notes The purpose of the Rate step is for the group to evaluate ideas at a deeper level, based on criteria important to the group, to reveal the relative value between ideas. Criteria may be ‘creates high value for a large number of stakeholders’, or ‘is cost effective to implement’ or ‘increases our attractiveness as a community’. Click Rate step, select “Multiple Criteria Mode”. The Organizer types in 3-5 criteria (any number is possible). The three criteria from our example are that ideas must: The ability for an idea to increase job creation The ability for an idea to increase tax assessment The ability for an idea to sell municipal industrial land In this example, we have chosen a rating scale of 10 for each criteria. You can set individual weighting if you want to emphasize one criteria over another. You might want to provide your participants with some guidance in evaluating the criteria in the INSTRUCTIONS tab, to the right of the RATE tab. (Example: A rating of 10 might mean that it would create at least 1,000 new jobs.) Click Start Step.     24. Rate Step: Notes As soon as the Organizer clicks Rate: Start Step, a RATE bar will appear at the bottom of each idea yellow sticky note. Ask participants to click on each idea (there will be a RATE bar on the yellow sticky note) to Rate. Each participant can slide the toggle right and left along the scale, with left being the low end of the scale and right being the high end of the scale. (low impact / high impact) Tip: Ask your participants to rate each independent criteria as it relates to each specific idea. It is critical to tell participants how the scale works so that everyone is rating consistently and they can be directed to the INSTRUCTIONS tab if you have provided guidance there. Encourage participants to let go of ideas with a low rating by reminding them that ideas that are filtered out are stored in the excel report. Tip: Set the filter bar to advance the number of ideas in the highest rated groups. In our example we filtered to the top three ideas and then advanced them to the next step: Prioritize.     28. Prioritize Step: Notes The purpose of the Prioritize step is to help the group commit to a smaller set of ideas and potentially define the priority of implementing them. It is critical to use a realistic budget to build real participant buy-in and commitment. Of course much more work will need to be done to allocate a real budget ... This is just to get a “gut” assessment from your participants. The Organizer clicks the Prioritize step, fills in the budget field and desired increments to spend. We set a budget of $100,000 for our example. To avoid influence, unclick “Participants can view live results” Click Prioritize: Start step. Tip: Set increments so people have no more than 10-15 clicks to spend. In our example, the Organizer asked the group to prioritize the ideas they think will most contribute to achieving the community’s vision, by allocating dollars equal to the value of that idea’s potential impact. Organizers can set budget dollars to represent people time, budget, resources or equipment. Describe this at the start of the step. Action Plan Step: Notes The purpose of the Action Plan step is to turn the group’s momentum and consensus into commitment and new projects by identifying clear tasks, owners and due dates for the final top ideas. Click Action Plan: Start Step. Ideas automatically appear in the Action Plan. Click Add Task. A pop-up window will appear with fields to enter the Task Name, Assigned To, Due Date, Priority and Status. In our example, we directed Participants to add what they see as the very first task (step) to making each idea happen. Tip: Tell participants what words you want them to use for Add a Task fields. In our example, we used High, Medium and Low for the Priority field. Tip: The Assigned To field can be names of people outside of the session, departments and partners. TIP: You can leave the Action Plan step open and let people update their tasks over time or close and export into a larger project plan. The Organizer clicks the orange Update Report button to add the most recent new action plan tasks to the report. The Report is available on the Meeting Page under the 2. Resources Tab, to everyone with access to the session. Remember to Click Update the Report, then Click Download Report to save to your desktop.     33. Powernoodle Excel Report: Notes Powernoodle automatically documents all ideas, decisions and actions and is updated whenever a step is completed. Increasing the speed of decision making through transparency and buy-in, reducing costs and improving productivity are just some of the resulting benefits. The report is automatic and available at any time to anyone invited to the Powernoodle session in the Meeting Page: Resources Tab #2. When downloading the report from the Action Plan step, click Update Report to populate the latest version of the Action Plan into the report. One report is generated for every Powernoodle question.
