  3. Pilot Study Goals • Partner with Central Contra Costa Sanitary District • Confirm if and what type of non-stormwater discharge activities exist after-hour • Identify types of illicit discharges and targeted audience • Follow-up outreach efforts

  4. Description • First surveillance in FY 2003/04 (Walnut Creek) • Cost: $4,975 • 2 days in November 2003 and 2 days in May 2004 (3:00 – 7:30 am) • Few activities encountered because of time of inspections • Safety concerns for inspectors • Require 2 inspectors • Police on-call

Description (Continued) • Joint surveillance in FY 2006/07 and FY 2007/08 by cities of Concord and Walnut Creek • Inspections occurred on June (4 days), July (2 day) and August (2 days) • Period: varied • Friday (3:30 until 7:30 am) • Saturday (5:00 until 9:30 am) • Sunday (6:30 until 11:00 am) • Cost: $10,400 (split between Concord and Walnut Creek)

  6. Description (Continued) • Required only 1 inspector per city • Police Department notified • Inspectors provided: • After-hours contact list • Map of targeted areas or businesses • Written instructions • Blank surveillance logs

  7. Documentation • Separate log sheet for each target area (Concord had seven areas) • Recorded any observation whether there is an event or not • Provides a source document for follow-up • Documents for regulators that we have not ignored after-hours activity

  8. Findings • More washing activities during the time period • Surveillance provides leads to follow-up (Concord) • More washing activities done by employees, not contractor (Walnut Creek)

Findings (Continued) • After-hours inspections can enhance the credibility of business inspection program • Knowledge of washing activities in certain geographic areas makes for more successful surveillance • Parking garages not observed to be a problem during the surveillance events (Concord) • Restaurants remain the biggest challenge (Walnut Creek & Concord)

  13. Lessons Learned (Continued) • More territories can be surveyed after-hours • Few supervisory personnel are available after-hours • Nothing going on early Sunday morning • After-hour surveillance component could be built into inspection agreement with CCCSD
