  9. Community Investment Grantfunding process - Overview • Community Investment Grants are for one year only. • If applying for more than one project/program, a separate application must be submitted for each. • Grant contracts for funding begin July 1, 2013 and end June 30, 2014. • Programs must have been in existence/ operational for at least one year; United Way funds can be used to expand an existing program but cannot be used to implement new programs.

Required Components ofApplication Packet - Overview • United Way of Greater Texarkana Community Impact Grant Application FY 2013-2014 • Copy of the organization’s IRS 501(c)(3) Letter of Tax Exempt Status. • Copy of the organization’s Non-Discrimination Policy • Copy of the organization’s last audit or annual review (if the organization’s annual budget is under $500,000); audit/ review cannot be older than 18 months • Notarized certification of insurance coverage • Copy of the organization’s last 990 • An original and thirteen (13) copies mailed or delivered to UWGT Office by April 25, 2013. **Do not include additional attachments such as: videotapes, DVDs, marketing materials, newspaper articles, etc. These items will not be considered during the application evaluation process.

  13. Application Content The application is an outline of the project or program and should be concise yet provide a thorough overview. It should give a clear idea of the program/project’s projected outcomes and how it will clearly meet a need in United Way’s target area and within the UWGT Focus Area Impact Goals. Applications should clearly identify how the program will achieve measurable results (outcomes), what those results will be, how those results will be measured and how the resulting data will be used to evaluate the overall success of a program. Program funding will be awarded for direct services only (e.g. tutoring, counseling, daycare, etc.) and not indirect services (e.g. operational expenses, capital improvements, pensions, subcontracts, etc.).

Application Outline2013-2014 Community Investment Grant • Agency Mission: Cite the agency mission and describe how it corresponds to the United Way focus area(s). • Proposed project/program: Describe the program you are requesting funding for, including how it will address the specific targeted strategy identified, and the overall objective of the program. Identify if this is a new (at least one year in existence) or existing program, and identify specific items such as program activities and relate them to targeted strategies. • Description of need: Describe the community’s need for the program, including recent quantifiable data. Include how the target population is served and how your agency is not duplicating services OR collaborating with another agency to provide services.

Application Outline2013-2014 Community Investment Grant • Description of individuals served: Describe the number of individuals the program expects to serve, including any cost for services. • Describe the project/program goals and expected outcomes: List the direct outputs and goals of the programs. Outputs and goals must be measurable! Identify the most impactful of these goals, how they will be measured (including the types of measurement tools), and the expected outcomes. Ex: Output = Number of counseling sessions conducted per quarter Outcome = Changes in participant’s behavior, knowledge or skill due to program activities (such as counseling sessions)

Application Outline2013-2014 Community Investment Grant • Describe implementation process and measurement tools: Describe how the steps of the implementation process (order of tasks, activities, and timeline for implementing the program) • Other Funding Sources: Describe how you will sustain the program if United Way funding is reduced or discontinued, including other fundraising strategies. Also describe what would happen if your agency did not receive United Way funds. • Collaborations: Describe how you will partner with other organizations for this program, if any, including how you may be sharing resources and how these partnership will improve the efficiency and effectiveness of the program. • Staffing and organizational capacity. How many staff and volunteers support this program? What qualifications do the volunteers have to ensure the success of the program?

Application Outline2013-2014 Community Investment Grant • Volunteers: Describe how volunteers are involved in any program planning and/or implementation. • Grants: Describe how your agency utilizes the United Way grant to leverage other program funds • Marketing: Describe how you will reach your target audience. What media outlets will you use, how often, and how do you propose reaching difficult target audiences? • Accessibility: Describe how accessible the program is to various parts of the community. • Budget: Complete the attached budget forms and identify the program costs proposed to be covered by the United Way grant.

  18. Example:Income – Financial Stability Agency A has a program that: • Provide services and support for the unemployed, including job training and placement • Provide financial literacy training and resources to promote self-sufficiency One output might include: • Weekly financial literacy classes and monthly automotive training certification classes One outcome might be: • 25 individuals become more financially stable and independent through increased availability of living-wage employment opportunities

  19. Funding Compliance • United Way Fund dollars cannot be used for operating expenses. Examples of operating expenses are: • Utility bills, phone bills, rent or mortgage payments • Salaries for employees not dedicated to the specific program being funded (examples of such employees are the Executive Director or other upper management/ administrative staff, maintenance personnel) • General offices supplies • United Way Fund dollars are not intended to be used for operating reserves. • United Way Fund dollars may not be transferred from a program/collaboration to an endowment or foundation.

  20. Funding Compliance • All United Way Fund dollars allocated to a program/collaboration are expected to be disbursed by June 30, 2015. • Continuation of funding is contingent on the success of the annual campaign and the program/collaborations’ success in meeting proposed outcomes. • Upon review of interim reports, United Way staff and board members may recommend suspending funding if the program/collaboration does not meet minimum United Way reporting requirements.

  21. Funding Compliance • Minimum reporting requirements also include: • Reports be submitted on-time (unless an emergency extension is approved in advance) • Requested financial documents are provided timely and with necessary detail • Programs and financial documents provide an explanation of how United Way dollars were used • Programs provide outcome and demographic information • Failure to comply with submitting requested financial and program/collaboration reports will result in all future allocations being withheld unless an emergency extension has been approved in advance. Funds will not be disbursed until all required reports are submitted.

  22. Grant Requirements It is expected that grantees will: • Submit quarterly reports – forms will be provided. • If requested, speak at a business on behalf of UWGT. • Identify United Way of Greater Texarkana as a partner of the funded program. • Run an internal employee United Way campaign. • Participate/cooperate with United Way Outreach activities as appropriate. • Notify UWGT of any significant program of personnel and budget changes when they occur.
