Recommendations • Make a finding of exemption from CEQA • Authorize the City Manager to enter into a contract with Los Angeles Homeless Services Authority (LAHSA) • Amend FY 2019 Operating Budget to recognize additional revenue of $1,243,825 • Authorize the Mayor to send a letter requesting a more equitable allocation of Measure H funding
Measure H Measure H was a 2017 ballot measure for a 10-year countywide quarter-cent sales tax to fund homeless services Prior to the election, Council voted unanimously to support Measure H Approved by voters on March 7, 2017 by 69% of all voters and 74% of Pasadena voters Collection of funds began on Oct 1, 2017
Direct Funding for CoC’s Four Continuums of Care in LA County – Long Beach, Glendale, Pasadena and LAHSA (85 cities and the unincorporated areas). On April 10, 2017, initiated by Pasadena, the Mayors of Long Beach, Glendale and Pasadena sent a joint letter to the LA County Board of Supervisors requesting direct Measure H funding. On June 13, 2017, the BOS approved a motion to provide direct Measure H funding to the three Continuum of Care cities.
Homeless Strategies • Homelessness Prevention for Individuals • One-time assistance to keep individuals from becoming homeless • Partner with Cities to Expand Rapid Re-Housing • Short-term declining rental assistance for single adults • Case management services for homeless rental assistance clients • Strengthen the Coordinated Entry System • Housing Navigators and Housing Locators • Enhance the Emergency Shelter System • Additional funding for existing shelters • Motel vouchers

LAHSA Contract • Any FY 18-19 Measure H revenue unexpended as of June 30, 2019 will be allowed to rollover into FY 19-20 • Upon receipt of the funds, staff will undertake a Competitive Selection Process in order to contract with community-based organizations to provide the approved services
Next Steps • Enter into a contract with LAHSA • Recruit to fill existing vacant grant funded case management position • City will issue a Request for Proposals to allocate funds to homeless service providers. • Funding recommendations will be brought to City Council for approval • Send a letter on behalf of the City requesting a more equitable allocation of funding
