  2. EU Support for FAIR project in FP6 "Design Studies" and "Construction of new infrastructures (CNI)" • Design Study "DIRAC secondary-Beams": (1. Feb. 2005 – 31.   4. FP6 EU contracts - FAIR related activities * Adding the required institutional contribution of all participating institutes increases these amounts by more than a factor of two (own contribution > 50% for I3 and DS and > 90% for CNI).

Recommendation of EC for FAIR FP7 applications Meeting of NuPECC and EC in March 2006 in Brussels: EC considers the FAIR project to be "(almost) funded" with a start of construction in 2007!  Therefore Design Study proposals should be initiated only for additions or upgrades of FAIR (not part of core project)!

CNI contract negotiations CNI instrument: 100% EU funding of specific component(s) (up to 10%) of a new research infrastructure,  The construction of the other parts of the new facility (at least 90%) have to be funded from other resources (during the duration of the EU contract) Application: 14,86 Mio€  Contract: 10,4 Mio€  Reduction of 30% of the funds applied to each CNI (sub)project: 1.) SIS18 upgrade  30% of the costs covered by GSI 2.) HADES upgrade  reduced by 30% 3.) R3B magnet  1.5 Mio€ of the construction cost of 5.5 Mio€ will be paid by the R3B collaboration. MoU between R3B institutes and CEA Saclay will be signed Contract negotiation: Rule 90%/10% has to be fulfilled partner by partner  Transfer of funds from GSI to participating institutes (regulated in Supplementary Contracts)

Steering Committee • Tasks of the Steering Committee • The Steering Committee assists the CNI Coordinator and is responsible for the operation of the whole Project as a homogenous body. ... • The Steering Committee’s tasks are: • a.) Review of resource status and Project progress • b.) Preparation on major changes in the implementation plan including re-distribution of the budget, to be approved by the Governing Board • c.)   22. Prefinancing for the first 18 month •  Start of contract 1. October 2005 (duration 48 months) • EC financial contribution for all contractors will be transferred to the coordinator GSI (Article 8). • The pre-financing for the first 18 months of the contract • will be 3003288 € (~ 28.86 % of 10,4 Mio €). •  GSI will transfer the 28.86 % of the EC contribution • and 28.86 % of the supplementary funds to each contractor.

  23. EU funds spend in the first reporting period (1. Oct. 2005- 30. Sep. 2006) The pre-financing (80% of the EC financial contribution for the first 18 months of the contract) of 3.003.288 € (~ 28.86 % of 10,4 Mio €) for all contractors have been received by the coordinator GSI. GSI has transferred the 28% of the EC contribution to each contractor.  The next pre-financing will be granted by the EC if 70% of this amount have been spent. 3.003.288 € x 70% = 2.102.301,60 €  to be proven by the annual or later periodic report

  24. Annual Report A. an activity report including: - a progress report, - the list of deliverables, - a report on the use and dissemination of knowledge. B. a management report (financial information) including: - a justification of the resources deployed, - the Form C Financial Statements (which may require an Audit certificate if provided for under Article 7.2 of the contract), - a summary financial report. C. a report on the distribution of the Community financial contribution.
