Contingency Enroute ATC • Tasking / Objectives • TASKING: Provide Enroute ATC Capability for Contingency Ops • AFFSA Defined Scope: • Provide/perpetuate controller wartime skill set for controlling enroute air traffic in contingency environment • Determine continuum of services/skills required, reflecting full spectrum of ATCALS infrastructure capabilities • OBJECTIVES: • Compare FAA enroute course/international curricula with USAF training • Determine COA alternatives for providing training, if required • Recommend COA based on cost/benefit & risk analysis • Caveat: Must be executable immediately upon approval
Contingency Enroute ATC • COA Development • COA #1: No training deltas…no additional training required • COA #2: Outsource training (consider time and cost constraints) • FAA provided • Contractor/foreign source: German Air Nav Services Academy • COA #3: AFFSA developed training course
Contingency Enroute ATC • COA Selection • COA #1: Training deltas exist between our training and anticipated requirements: enroute skill set, ICAO and equipment differences • COA #2: FAA / Foreign provided training is time / cost prohibitive • FAA Academy provided: 42 day course: $ 4 – 5K per + $ 3.8K per diem + travel (origin dependent…used $800 avg. est.) = $ 10K per • German Air Nav Academy provided: 60 day course “Combined Procedural and Area Radar Control Course” (ICAO Crse 55): $5K per + $ 15K per diem + travel (origin dependent…used $ 1.2 K avg. est.) = $ 21.2K per • COA #3: AFFSA Developed, Just-In-Time Training Course • 5 day course “USAF Contingency Enroute ATC Course”: $ 1K Admin costs per crse. + $ 1K per diem + travel (origin dependent…used $800 avg. est.) = $ 2K per
Contingency Enroute ATC • Implementation • Form an integrated product team of subject matter experts (SMEs) to determine: course content; objectives, structure and sequence; course logistics requirements • Determine course content… • Services/skills required reflecting full spectrum of ATCALS infrastructure capabilities • Radar enroute procedural differences (knowledge and performance) • Non-radar skills/proficiency for continuous ops (knowledge and performance) • ICAO familiarity (phraseology and procedural differences) for international ops and eventual transition to contractor or host nation • ATCALS equipment familiarization…continuum of possibilities (long-range/air defense radars, organic deployable ATC radar • Contingency theatre unique operations • Tactical/air defense familiarization • Other?…LOP development

If so, where/when should it be held? • Just in time (TDY enroute) according to requirements… or regularly scheduled? • AFFSA? • Keesler Crse? • Relook outsourcing?
