STRATEGIES • Identify barriers and constraints and measures to remove them • Identify group of stakeholders concerned • Discuss and agree on role of stakeholders or institutions to remove barriers • Resort to PFAN to bridge the gap
INTEGRATION WITH PLANS / PROGRAMS • Vital to integrate with international and national plans and policies for maximum effectiveness • Guarantee back up from government • Avoid duplication (Synergy between MEAs) • Ensure Win – Win situation (both mitigation and adaptation)
PREPARATION TT PLAN • Depends on technology (Hard or Soft and resources required) • As projects for funding or set of actions • Involve appropriate institutions – multidisciplinary team • Resort to PFAN when preparing projects for funding
IMPLEMENTATION TRANSFER ACTIONS • Effective implementation of projects or activities identified for TT ONGOING REVIEW AND REFINEMENT OF ACTIONS • Monitoring committee to evaluate progress, identify problems and solve them • Continuous involvement of stakeholders • Set clear timeframe, milestones, indicators and responsibilities

STAKEHOLDER CONSULTATION Possible involvement cycle for TNA process • Identify stakeholder groups and roles • Consult key agencies • Set up core group and lead agency • Identify wider groups and define clear objectives at an early stage • Keep involvement ongoing at all stages • Organize effective communication and outreach with stakeholders
BARRIER ANALYSIS Essential to identify and correct for all steps of TNA process • Identify barriers during each step by involving widest group of stakeholders • Analyze barriers and look for measures to remove them • Barriers may be institutional, policy, financial, technical, human, political
TECHNOLOGY INFORMATION Prerequisite for successful assessment • Collect information extensively on every technology • Disseminate information to concerned stakeholders
PUBLIC AWARENESS Vital especially for recipients and end-users • Identify needs along technology transfer channel • Organize awareness campaigns for each stakeholder group identified
CAPACITY BUILDING Inadequate capacity have proved to be responsible for failures in technology transfer • Identify needs explicitly for the different steps of TNA exercise • Revise during TT cycle to enhance smooth transfer • Propose measures to address CB notably regarding implementation of selected technologies individually
RESEARCH AND DEVELOPMENT Important component for transfer as technologies may need to be modified for successful transfer • Identify R&D needs for each technology prioritized • Work out a R&D program • Submit to relevant authorities for action • Promote participatory R&D to enhance flow of technology
INFORMATION SHARING/NETWORKING Inadequate information may be a serious constraint to technology transfer • Analyze existing information sharing systems and networks • Identify gaps and constraints to effective information sharing • Propose measures to enhance access to, and sharing of, information
