WIth this presentation I would like to: • Offer a short summary of the main aspects on the importance of agricultural machinery in the safety process; • Summarize the Italian experience in Enama; • The future of testing in the agricultural mechanisation sector.

The CE mark (provided by the Machine Directive) is not a certification but a DECLARATION made by the manufacturer after having followed a procedure
An example is given by the fairs at the borders of the EU where machines that may not be sold in the EU are traded without any control and the CE mark is not always enough to guarantee a good safety level
Main activities of Enama related to safety: Certification: performances and safety, OECD; Innovation: development of prototypes; Safety and road regulations: publications, training, fairs; Standardisation: membership of UNI and CUNA; Road homologations: technical support to manufacturers for homologations and to the public sector for new regulations; Studies and researches: agricultural fuels, promotion of control of used machines …ENTAM:international co-operation
What is a “product certification” ? It is the “conformity assurance of products/services to Technical Regulations (mandatory certification) and or Technical Standards or equivalent normative documents (voluntary certification)”. therefore the voluntary certification is intended to assess conformity of products to the requirements established by voluntary Technical Standards or equivalent normative documents. They are produced with the consensus of all interested parties.
ENAMA has developed 2 types of “voluntary certification” of new machines: • Certification of performances + safety • Certification of safety • And a service of fulfilment of safety requirements of used machines will start at the end of 2006.
At the end of 2005 more than 850 agricultural machines received the Enama certification.
Benefits of the Enama voluntary certification: • The CE mark is not a certification; • It guarantees the manufacturer, the dealer and the farmer that they are producing, selling and using a high value and safe machine; • It helps manfacturers to improve their products.
Main problem concerning the certification of agricultural machines: for the consumer on some products the certification is a well established priority (toys etc.) but on other it isn’t (PC’s) even if it should be very important. In this case the performances (HD, RAM, monitor inches, processor speed etc.) are more considered than other certifications (TCO etc.).
Voluntary certification and the Keymark: The international economic system is going towards a complete liberalisation in every sector. The Machine Directive goes in this direction and the CE self declaration is established. Global trade is giving problems to the European Union and the CE mark is no more enough to guarantee products. Besides, unsafe machines are sold outside the EU markets. A new system providing for a new mark (CE Tested - Keymark) may be a first step. A further step could be the establishment of a product mark and of a process mark in order to identify products fulfilling high level standards and good practices in the production process (labour safety, environment safety etc.).
