Regulation Change Proposal – 3 Daily Bag Limit • Management Objectives • Reduce average immature and adult female exploitation • Immature female exploitation 2015-2018 (20.4-59.4%, average 36.2%) • Mature female exploitation 1993-2018 (7.7%-47.0%, average 28.7%) • Reduce exploitation on single year classes, especially during low shad years • Increase recruitment to adult population • Spread out size structure more, provide greater fishing opportunity • Act as a buffer for weak year classes/low water years • System-wide approach, doesn’t limit fishing opportunity around the system • Continue to evaluate walleye population metrics and forage base levels annually, to ensure that the proper regulations are in place • Winnebago trawling assessment • Walleye spawning stock assessment • Tournament monitoring Agenda Item # 2B7a, Adam Nickel – Fisheries Biologist
