QUICK BACKGROUND • 10% of the DBT budget has been earmarked for biotechnology based development of NER of India. • To facilitate the above, DBT has set up a “NER-BPMC” and managed by (BCIL), New Delhi. • NER-BPMC became operational in February 2010.

Research & Development in areas relevant to the region • Twinning R & D Programme. • Biotechnology Led Organic Farming in NER. • Biotech Interventions in Selected Medicinal & Aromatic Plants (MAP) of NER. • Environmental Biotechnology: Impact assessment of Jhumming on native plants and soil microbiota and restoration of sustainable Jhum agro-ecosystem in NER • Secondary Agriculture: Value chain on Jackfruit, Clean Pork & Citrus.
Capacity Building • Development of infrastructure in Medical colleges in North Eastern States of India – • 11 Medical Colleges covering 21 PIs have been benefitted. • Establishment of Biotech Hubs • (6 State & 86 Institutional level hubs have been set up). • North Eastern Bioinformatics Network (NEBINet)- • 29 Centres have been established. • DBT’s e-Library Consortia (NER-DeLCON) • 17 institutes are involved in this project. • Online human resource repository of Biotechnology and Bioinformatics resources of North East India (BABRONE). • Development of Digital Database of Bioresources of NE India.
Capacity Building • Development of Biotech Infrastructural Facilities at National Research Centre on Yak (NRC on Yak), Dirang, West Kameng, Arunachal Pradesh. The project was initiated in view of strengthening in the biotech infrastructural facilities of National Research Centre on Yak to improve the research dynamics for desirable gain in yak husbandry in India. • Creation of Biotech Infrastructure Facilities at NRC Mithun (ICAR), Jharnapani, Nagaland. This programme has been initiated to support & create biotech infrastructure facilities at NRC on Mithun, Nagaland for better research/ academic programmes.
Creation of Medical Biotech infrastructure facility of labs at NEIGRIHMS, Shillong • In the first phase, medical biotech infrastructural facility will be built to provide basic molecular biology, genetics services and metabolic disorders. • In the second phase, facility to include advanced molecular biology and genetics techniques to carry out diagnostics and epidemiological research activities • will be developed.
Establishment of a comprehensive facility for diagnosis and management of genetic disorders at Assam Medical College, Dibrugarh This diagnostic facility is envisaged to bring a revolution in the field of health care services in the NER by providing state-of-the-art medical services at reasonable cost to the needy in the region, which will cover genetic disease due to chromosomal aberration, single gene mutation, hemoglobinopathy and prenatal screening under 5 research units.
HRD for Competence Development in Biotechnology • Overseas Associateship for NER scientists. • Meant for the early and mid-career Scientists holding permanent positions in NE region. • Fellowship is provided for conducting high end research and strengthening the pool of scientists trained in cutting edge biotechnologies. • Short term (3 & 6 months) as well as long term (1 year) options available. • So far, 31 scientists have availed the scholarship, of which 25 have successfully completed • Scientists have been trained at Premier Research Institutions, including, but not limited to US, Canada, UK, Germany and France.

HRD for Competence Development in Biotechnology Award of Biotechnology National Associateship to Scientists working in North Eastern States12 candidates have been awarded the National Associateship.Entrepreneurship Development in NERComprehensive Entrepreneurship development Programme (EDP)Series of EDP organized by BCIL in the NE during 2011-2012.The Energy & Resources Institute (TERI), Guwahati organized a training programme on entrepreneurship development for production of superior quality planting material using in vitro technology.MD/MS Thesis GrantsA total of 80 medical students have been supported during 2011-2013.
Setting up of Centres of Excellence • DBT- AAU Centre for Agriculture Biotechnology at AAU, Jorhat, Assam. • Achievements: • In vitro regeneration and transformation experiments initiated in both chickpea & black gram. • 611 rice germplasm planted and genome DNA extracted for study. Markers for submergence tolerance validated. • Bacterial isolates from soil samples of low pH characterized biochemically for acid tolerance. • 10 students enrolled for Ph. D programme in Agri-Biotechnology. • Biopesticides production increased and 3 new strains of bio inoculate isolated & identified, their production technology being standardized.
Centre of Excellence in Fisheries and Aquaculture Biotechnology at College of Fisheries (FAB - COE), Tripura Project Objectives Explore the fish biodiversity of the eight North Eastern States Set up a DNA library & referral natural history museum Implementing Partners College of Fisheries Agartala-Tripura under CAU-Imphal and Seven North Eastern States. National Bureau of Fish Genetic Resources-Lucknow Deliverables Standardization of package of practices for breeding of indigenous and other ornamental fishes; the brood stock management of five indigenous endangered minor carps. Generation of seed of indigenous and ornamental fishes Disseminate breeding and rearing technology to the farmers.
1. Twinning R&D2013-14 In the year 2013-14, a total 248 proposals were received. The area wise details are given below: Animal and Aquaculture Biotechnology : 36 proposals Agriculture Biotechnology and Allied Areas: 47 proposals Environmental Biotechnology: 27 proposals Medical Biotechnology and Allied Areas: 81 proposals Medicinal & Aromatic Plants: 57 proposals
New Initiatives 2. Setting up of DBT – ICMR Animal House Facility at RMRC, Dibrugarh • Budget: Rs. 50.00 Crores approximate • Objectives: • To develop advanced animal house facilities for small laboratory animals in different levels of containments (bio-safety levels) including breeding facility. • To provide a platform to researchers from institutes/universities of NE region to work on experimental animals for their biomedical needs. • To supply SPF animals to other registered laboratory animal facility • To develop trained and skilled manpower for maintenance and handling of small lab animals under different level of containments.

New Initiatives • 5. Setting up of 10-15 Units of Excellence around outstanding scientists in NER. • 6. Molecular Diagnostic Facility in Mizoram State Cancer Institute, Aizawl, Mizoram. • 7. Network project: Dysregulation of Immunoregulatory networks and their correlation with Clinical manifestations of Systemic Lupus Erythematous between Tezpur University, Assam Medical College and NIIH, Mumbai.
