Review of RESF-1 Since 9/11 • 2001: RESF-1 Group formed ad hoc in response to 9/11 • 2002: Input into Regional Emergency Coordination Plan (RECP) • 2003-2004: Development of Regional Emergency Evacuation Transportation Coordination (REETC) Annex • 2004: RESF-1 Group suspends meetings upon completion of REETC Annex • 2004-2006: MOITS acts as RESF-1 until it is decided to re-establish a separate committee • April 2006: RESF-1 Re-established

Discussion Introduction • Consider the transportation community’s experiences in emergencies over the past five years: • What has worked well? • What has gone wrong? • Consider processes, participants, and operations • How could an active RESF-1 helped to address past issues? • How could RESF-1 help plan for similar occurrences in the future? • How can the transportation community work with other emergency responders more effectively?

Purpose of Discussion • Determine what are our responsibilities as transportation emergency preparedness officials • Determine what issues are in our best interest to address • Determine where transportation emergency preparedness in the NCR is currently • Determine who should be at the RESF-1 table • Identify procedures and capabilities currently available and increase awareness • Determine what is on the table / off the table for RESF-1 • Determine where RESF-1 in the NCR needs to go

Discussion Considerations • “Big Hat” vs. “Little Hat” • We must consider regional (big hat) issues and needs while realizing we are representing our home jurisdiction/agency (little hat) • Consensus Building: Move forward to make progress • Scope: Transportation Emergency Preparedness • Within a context of multifunctional regional emergency preparedness • May need to put issues beyond transportation in a “parking lot” for later discussion with appropriate stakeholders • We only have an hour! • Looking to identify issues, not resolutions today vs.
