  2. New Developments Since March BCN • May SBE item gave all initial testers full weight in AMAO 2 and proposed new targets for AMAO 2 • A July SBE item is being prepared relating to the affects of including the reading and writing domains in the K-1 CELDT

  3. Proposed Changes to Title III Accountability System • Changes were required to comply with the Notice of Final Interpretations (NOFI) released by the U.S. Department of Education (ED) • Approved by State Board of Education (SBE) in January and May • Submitted to ED in January and May

  4. Changes to 2009-10 AMAO 1 Calculations • Allow prior year score on CELDT to be from a year other then the immediately preceding year (2006-07, 2007-08 or 2008-09) • No change to targets for AMAO 1

  5. NOFI Requirements for AMAO 2 • NOFI requires that all ELs need to be included in the cohorts for AMAO 2 • Cohorts for AMAO 2 can only be established based on time in language instruction educational program

  6. Changes to AMAO 2 Calculations • Language instruction educational program is the term Title III uses to encompass the full range of EL services • Time in language instruction educational program = (Date CELDT testing completed) minus (Date of U.S. enrollment)

  7. Changes to AMAO 2 Calculations • Two cohorts for AMAO 2 • ELs who have been in language instruction educational programs for less than 5 years • ELs who have been receiving EL services for 5 years or more • LEAs/consortia must meet targets for both cohorts to meet AMAO 2

  8. Inclusion of Initial ELs • CDE expressed concern about the inclusion of initial ELs in AMAO 2 • In January 2010 CDE proposed giving lesser weight to initial ELs • ED would not approve lesser weights for initial ELs • SBE approved AMAO 2 targets in May to account for full weighting of initial ELs

  9. Changes in K-1 CELDT To Be Included in AMAO Calculations • The performance level cut scores for the K-1 Reading and Writing tests were approved by the SBE in May 2010. • In July, it is expected that the SBE will consider changes to the initial identification of K-1 students. • Changes to the computation of the overall score and the criterion for the English proficient level for K-1 may also be considered in July.

  10. Release of 2009-10 Title III Accountability Reports • 2009-10 Title III Accountability Reports to be released in Sept. 2010. • Preliminary data on AMAOs 1 and 2 are expected to be released in August.
