Title III AMAO Targets • NCLB requires Title III-funded LEAs and the state to meet annual performance targets for three (3) AMAOs. • The first two relate specifically to English language proficiency. The third relates to meeting AYP for LEP students.
AMAO 1 • AMAO 1 measures the percent of LEP students who make progress in learning English in – • Kindergarten through Grade 2 • Grades 3 through 12
AMAO 1 Targets • Progress: percent of current LEP students progressing by at least one proficiency level a year on TELPAS • K-Grade 2: N/A • Grades 3-12: 40%
2005 TELPAS Four Proficiency Ratings: • Beginning • Intermediate • Advanced • Advanced High NEW!
AMAO 2 • AMAO 2 measures the percent of LEP students who attain English language proficiency in – • Kindergarten through Grade 2 • Grades 3 through 12
AMAO 2 Targets • Attainment: percent of current LEP students reaching Advanced High on TELPAS • K-Grade 2: 1.5% • Grades 3-12: 25%(Method 1) 40%(Method 2)
AMAO 3 • AMAO 3 measures the adequate yearly progress of LEP students as described in section 1111(b)(2)(B) of NCLB. • The performance targets for AMAO 3 are the AYP targets already in place.
AMAOs Not Met – Year 1 • If AMAO targets are not met the first year of implementation, parents must be notified within 30 days of LEA notification by TEA – Fall 2005. • Parents must be notified each year that the AMAOs are not met. Citation: NCLB, Public Law 107-110, Section 3302(b)(c)
AMAOs Not Met – Year 2 • LEA must develop and implement improvement plan addressing objective(s) not met and factors preventing LEA from achieving objective(s) – Fall/Spring 2005. • TEA must provide technical assistance to LEA – Fall/Spring 2005.
AMAOs Not Met – Year 2 (cont.) • TEA must provide professional development strategies and activities. • TEA must develop a plan to incorporate strategies and methodologies, based on scientifically based research, to improve the specific program or method of instruction provided to LEP students. AMAOs Not Met – Year 3 • LEA will continue to implement improvement plan. • TEA must monitor the implementation of the LEA improvement plan and continue providing assistance. Citation: NCLB, P.L. 107-110, Section 3122(b)
AMAOs Not Met – Year 4 • TEA must: • require the LEA to modify the curriculum, program, and method of instruction, OR • determine whether the LEA will continue to receive Title III funds and require that the LEA replace educational personnel relevant to the LEA's failure to meet AMAOs.
