AFFSA/XAM Updates Con’t AM Statement of Work (SOW) Templates UPDATE: (13 Jun 05) • Preparing consolidated final SOW for AF/XOO and SAF/AQI approval • Once approved, template available through contracting channels to • assist units w/contracting services • Promotes AF wide standardization • Provides guidance that can be cited to assure universal application

AFFSA/XAM Updates Con’t Integrated Management Tool (IMT)/Integrated Flight Management (IFM). UPDATE: • AFFSA provided second round coordination on AFI 11-255 Vol 3 • First round comments adopted • Continuous monitoring to advocate/protect AM interest • AFI 13-213/IC04-1 addresses flight plan filing concepts & tools • Channel feedback from units back to AFFSA/XAM • Closed—specific questions in the future, contact us
AFFSA/XAM Updates Con’t Establish guidance in AFI 13-213 defining which GS job series the Airfield Managers/Base Operations positions are part of (2150 or 2152, or 2154) and establish skill codes. UPDATE (13 Jun 05): • The following guidance was added to AFI 13-213 during last IC. • NOTE: Civilian positions will be classified IAW with • appropriate OPM Position Classification Standards and • Air Force guidance. The preferred series to use is GS-2150/54 • And SCPD Number 9G501/02/03. • Skill Code – (AMG) Is established and AFFSA is working with • AFPC to get it posted on the WEB site…once posted • we’ll send a message to the field on how to document it • into new and existing core docs
AFFSA/XAM Updates Con’t • Contingency Criteria: MAJCOM FAMs want to press with a specific • chapter or attachment in the Unified Facility Code specifically addressing • operating at contingency location. Using several source documents is • not conducive to operating in a hostile environment. • (OPR: AFFSA/XAM: Maj Merritt) • UPDATE (13 Jun 05): • Joint Airfield Operations Advisory Council last met in May 05 and • discussed this issue…AFCESA, US Army Corps of Engineers, • ACC/CE and USAF Open the Airbase representation. • Several COAs…I predict none will be quick • Update 32-8013 or consolidate new guidance into UFC, Ch 7 • CENTAF CE pushing ICAO…other services balking…ACC/CE • reviewing Army UFC criteria for acceptability • Next meeting set for late Jul/early Aug in DC
AFFSA/XAM Updates Con’t • Adopt FAA Terminology/tracking system for runway intrusions • - UPDATE; PER AFFSA/XAOT a new tracking system started in • July 04. AFMAN 91-223 now includes that CMA violations • will be tracked by Safety. For every violation a 457 or 652 • must be filed to the Safety office. All violations can be found • on the AFFSA WEB Page. Open for discussion!!!!!!!!

Other • categories? • Adopt PACAF AM database as prototype for AF wide implementation • See item above…working it, should have working sample to review • by the end of Jul • Adopt CMA violation types and severity categories to analyze trends • and focus training • UPDATE: (13 Jun 05). What advantages are gained from doing this? • Are we sure the AFSC can’t provide the data we need with existing • terminology? What would you do with this data if you did have it? .
AFFSA/XAM Updates Con’t • Recommend XAM coordinate/staff letter through XO/IL to establish • ICAO Annex 14 asminimum standard for Airfield Criteria at • deployed locations. If approved for use incorporate into the • CST-CBT • See contingency criteria above…ICAO is being considered, but Annex • 14 or ICAO is not all inclusive (DRMs, arresting systems, etc)…will be • worked as part of joint working group • AM assume overall responsibility for the BASH program. Currently • AM performs 80% of BASH function (No Manning) • Functional issue…if you want XAM to research this, its very low • on the priority list • Establish written/practical exams for position certification in AM • XAMT will work once finished with PCG re-writes
