NOAA 5-Year Research Plan & 20-year Research VisionUpdate and Next Steps Richard D. Rosen, Ph.D. Chair NOAA Research Council NOAA Science Advisory Board meeting, November 2, 2004
NOAA 5-Year Research Plan Activities Since July 2004 • External partner comments and additional internal comments reviewed • Revisions made to provide a stronger linkage between the NOAA 5-year Research Plan and the NOAA Strategic Plan • A new draft made available for public comment from August 20 to September 30 (announced via a Federal Register Notice) • Public and internal NOAA comments being reviewed and summarized
NOAA 5-Year Research Plan Summary of Major Comments from the Public Comment Period • Not enough attention to research partnerships • More details needed about integrating stakeholder input throughout the research planning process • More emphasis on IOOS • Include research to improve measurements from observing systems
NOAA 5-Year Research Plan Next Steps • Complete revisions and develop final draft • Release final version of the 5-year Research Plan to the public • Conduct Town Hall meetings to discuss the 5-year Research Plan with the external research community (e.g. AMS, AGU, ASLO) • Revise 5-year Research Plan on an annual basis
NOAA 20-Year Research Vision Activities Since July 2004 • External partner comments and additional internal comments received, reviewed, and summarized; revisions made to draft • A new draft made available for public comment from August 20 to September 30 (announced via a Federal Register Notice) • Public and internal NOAA comments reviewed and summarized • Specific revisions currently being considered
NOAA 20-Year Research Vision Summary of Major Comments • Importance of research is not emphasized enough • Document is not visionary enough • Specific research topics of interest to the commenter may not be mentioned or emphasized enough
NOAA 20-Year Research Vision Changes Under Consideration • Add a discussion around the paradigm “describe- understand-predict” to emphasize the dependence of NOAA on research for all aspects of its mission • Add a section on external influences on NOAA to emphasize the increase in extent and urgency of demand for NOAA products and services by 2025 • Add a section on technical opportunities to provide insight on how NOAA is going to make major advances in the next 20 years • Combine and expand the discussion of NOAA’s partners and education
NOAA 20-Year Research Vision Next Steps • Make changes and develop final draft • Release final version of the 20-year Research Vision to the public • Conduct Town Hall meetings to discuss the 20-year Research Vision with the external research community (e.g. AMS, AGU, ASLO) • Periodically update the 20-year Research Vision
