IACGS Date of Creation and Legal Basis • created through NSCB Memo Order No. 3, series of 2002, “Creation of the Inter-agency Committee on Gender Statistics” dated January 4, 2002 • the issuance of the Memo Circular was in response to NSCB Resolution No. 5, s. 2001, “Approval and Adoption of the Statistical Framework on Gender and Development Indicators System,” directing the creation of an IAC to serve as regular forum on gender statistics to insure the continuing efforts in the generation of gender statistics

The NSCB serves as Chair and technical staff of Social Sectors B Division serves as the technical secretariat IACGS creates subgroups or working groups to assist the committee in the exercise of its functions IACGS usually meets once a quarter while the working groups meet more often and as necessary Working groups are composed of representatives of statistical agencies, data users and non-government organizations IACGS OPERATIONS

  8. Formulate measures that will improve the system of collection and dissemination of sex disaggregated data at the national and local levels; 2. Formulate measures to ensure that the data requirements of the Statistical Framework on Gender and Development Indicators System and the Statistical Framework Related to the Protection of Women and Children are being compiled by all concerned agencies; IACGS FUNCTIONS

  9. 3. Identify and recommend statistical policies to the NSCB Executive Board for the generation of data support on gender issues; and 4. Monitor the over-all development of gender statistics in the country. IACGS FUNCTIONS

Report on gender statistics including findings on assessment of existing gender statistics vis-à-vis statistical requirements of the approved GAD Framework , the Framework Related to VAWC, and the Framework Plan for Women as well as a consolidated action and advocacy plan on the generation and utilization of gender statistics; Philippine Statistical Development Program (PSDP), 2005-2010 Chapter on social needs, gender and development IACGS Major Accomplishments

Report and recommendations endorsed to the NSCB Executive Board which became the basis for the issuance of NSCB Resolution No. 12, series of 2005, “Approving the Recommendations of the IACGS” for implementation by concerned agencies to ensure continuing efforts in the generation of gender statistics and institutionalize the implementation of the GAD Framework IACGS Major Accomplishments

  12. RSCC Date of Creation and Legal Basis • created through NSCB Resolution No. 1, series of 1992 to serve as the highest policy making and coordinating body on statistical matters at the subnational level

  15. The NEDA Regional Director serves as Chair and staff of Regional Division serves as the technical secretariat RSCC conducts regular meetings quarterly and special meetings as needed RSCC is concerned with all sectoral statistics, not only gender statistics RSCC OPERATIONS

Oversee the implementation in the regions of policy decisions made by the NSCB and the adoption of prescribed statistical standard methodologies and classification systems; Institute measures to strengthen the statistical capability in the regions by resolving problems and issues peculiar to the area within the context of national statistical policies and setting priority on the statistical activities thereby ensuring the timely production of useful and reliable data for regional/local development planning and decision-making; RSCC FUNCTIONS

  17. 3. Elevate statistical matters not specific to the region and its provinces to the NSCB Executive Board through the RDC; and 4. Create inter-agency statistical task forces that could attend to technical issues and problems and to supervise the activities of these task forces. RSCC FUNCTIONS

  21. Face to face and regular interactions - direct interactions enable faster and comprehensive exchange of views and ideas that results to the immediate resolution of problems/issues or the formulation of recommendations to resolve such DIALOGUE STRATEGIES

  22. 2. Designation of permanent representatives to attend meetings and serve as focal person on gender statistics - continuity of discussions is ensured - contributes to continuity/consistency of office activities - faster coordination SUCCESSFUL DIALOGUE STRATEGIES

Varied priorities of members of group. - affects commitment in attending meetings - permanent representatives not always available to attend meetings affecting continuity of discussions Varied and increasing demands of data users vis-à-vis the limited budget of data producers/government - prioritization of data needs is necessary to arrive at a consensus during the dialogue DIALOGUE CHALLENGES
