PROCESS • Approved by Public Works – May 2, 2011 • Appeal filed – May 16, 2011 • Public hearing – July 11, 2011 • Field meeting – July 18, 2011 • Community meeting – July 27, 2011 • Public hearing – November 14, 2011 • Field meeting – November 19, 2011 • Public hearing - December 5, 2011 • Conference call with Mr. Kramer – Dec 7, 2011
COMMUNICATIONS December 7, 2011 Conference Call Jonathan Kramer, interested public, city staff Answered questions about Alternative 2, Alternative 7, and combination thereof Discussed costs associated with planning/installation of facilities 3
SUBJECT SITE Facing north on Grand Ave. at California Blvd. • 7.9” diameter by 74.1” tall • Existing wood utility pole serves as guy pole • No overhead power conflicts • Standard radome painted to match pole
SUBJECT SITE Facing south on Grand Ave. at California Blvd. • Proposed Mitigations • Replace existing wood utility pole • Flush mounted riser rather than standoff riser • Rotated riser assembly • Remove GPS unit from view
COVERAGE MAP - SUBJECT SITE • Approximately 1,000 residences within coverage gap
TWO-SITE EVALUATION • Alternative 2 - Replacement traffic signal pole at Orange Grove Boulevard and California Boulevard • Alternative 7 – Replacement streetlight pole at Arroyo Boulevard and La Loma Road • Alternative 2 and 7 combined
ALTERNATIVE 2 Orange Grove Blvd. and California Blvd. • Existing traffic signal pole with overhead streetlight on northwest corner of intersection • Requires larger radome and larger traffic signal pole
ALTERNATIVE 7 Arroyo Boulevard and La Loma Road • Existing streetlight pole on the southeast corner of the intersection. • Low elevation
COVERAGE MAP (TWO-SITE) • Orange Grove Blvd. at California Blvd. - 35 foot replacement traffic signal pole and non-standard radome • Arroyo Blvd. at La Loma Rd. - 55 foot replacement streetlight pole with a non-standard radome 12
COVERAGE MAP (TWO-SITE) • Orange Grove Blvd. at California Blvd. - 35 foot replacement traffic signal pole with non-standard radome • Arroyo Blvd. at La Loma Rd. - 30 foot replacement streetlight pole with standard radome 13
STAFF FINDINGS Based on staff’s review concurred by Jonathan Kramer, it was determined that Alternate 2 would require a larger non-standard radome assembly and larger replacement traffic signal pole at Orange Grove Boulevard and California Boulevard even if two antennas were utilized Therefore, the Grand Avenue and California Boulevard location (a single-site solution) is the least intrusive means to provide improved cell service in the coverage gap 14
STAFF RECOMMENDATIONS • Deny appeal and approve application to allow installation of a wireless telecommunications facility on top of wood utility pole at northeast corner of Grand Avenue and California Boulevard with following mitigations: • T-Mobile will replace existing utility pole at its expense with a new pole in same location installed by Pasadena Water and Power • Rotating and flush mounting riser assembly and eliminating global positioning system unit to reduce visual impact
