Smart Meter Texas Update Highlights • Points of reference include three major releases: • Release 1 – • January 31, 2010 Infrastructure Release with Data Repository, FTPS, and APIs • March 15, 2010 Go Live Launch of the Smart Meter Texas Online Portal • Release 2 – August 8, 2010 Go Live Launch • Release 3 - Fall / Winter • The personal service assisted registration process is no longer required. REP and TDSP self service registration has now been implemented with Release 2. • The AMIT and the Smart Meter Texas team are scheduled to begin work sessions this month in Austin to define the scope and design of functionality for the next SMT Release 3. These design work sessions are scheduled on the PUCT calendar and go currently through September this year. • One-on-One sessions with Third Parties for gathering requirements for Release 3 are underway and will go through August 27. 3
Smart Meter Texas UpdateMarket Notice Release 2 Announcement • To: rms@lists.ercot.comSubject: Release 2 of Smart Meter Texas CONFIRMED for Sat., Aug. 7th • The Smart Meter Texas (SMT) Consortium will promote Release 2 of the Smart Meter Texas Portal this weekend starting at 9:00 p.m. on Saturday, August 7, 2010 and lasting until approximately 9:00 am on Sunday, August 8, 2010. • Following is a list of SMT services that will and will not be available during this migration. • UNAVAILABLE • Users will not be able to login to the Portal User Interface. However after migration the users will be able to perform business operations in the UI with their previous user credentials. • Machine-to -machine (API) communications which invoke the web services via DataPower will be down during the migration. • AVAILABLE • The interval & daily read LSE file postings to the REP FTPS site will continue to operate with no impact during the migration. REPs shall be able to login to their FTPS site and download the files throughout the migration window. • The REPs should not expect a delay in their data to the FTPS site. • After this migration, Smart Meter Texas will include this expanded functionality: • · Initial Registration and subsequent Account Management will convert to Self Service • Established TDSP and REP administrators can be converted within one week after release and this will be done with personal assistance from SMT Help Desk • · Greater amount of data for meter and premise attributes • · Enhanced Monthly Usage Reports • · Customers will gain ability to provision and de-provision HAN devices • · Inclusion of Regulatory Reporting • · Ability to enroll Regulatory Users • · Incorporating REP Branding to SMT web pages • · Create and maintain an account for Supplemental (Friends) Users • Sent on behalf of the SMT Consortium. 4
Smart Meter Texas UpdateMarket Notice Release 2 REP Admin Conversion To: Competitive Retailer Relations Subject:Conversion of Smart Meter Texas REP Administrative Accounts from SMT Host to REP The following information is supplemental to the notice concerning migration of Release 2 for SMT sent this morning. This notification applies only to REPs who are currently registered for online access to SMT. ___________________________________________________________ The Release 2 functionality will allow REPs to self register and administrate both themselves and their company’s users. Therefore, for those REPs already registered to Smart Meter Texas, the REP administrative accounts will need to be converted from the SMT host to the actual REP identified administrator(s). During the go live process there will be no change to the current REP administrative accounts. Those already registered with REP administrative accounts will still belong to and be accessed by the SMT host team. Beginning Monday, August 9th, the SMT host team will send emails to the Designated REP Administrators letting them know that we are now ready to convert them to 'real' Administrators with full administrative functional capabilities. REP Administrators will be given 3 options for this conversion process: (Option 1) The SMT team will work with REP directly, one on one, by phone, to ensure that they understand how the Administrative functions work and their functional responsibilities. With this option, SMT will convert 1 of the designated REP Administrators to a “real” REP Administrator that has all administration functional capabilities. The SMT team member will work with the new REP Administrator until they are comfortable with their functional capabilities. After the first REP Administrator is comfortable with these new capabilities, SMT will then switch any remaining Designated Administrators for that REP to real Administrators with full functional capabilities for that role. The first REP Administrator will be responsible for assisting all other Administrators for that REP. To choose this option, you will be asked to respond to an email communication with the name of the individual who will be that first administrator to receive the one on one assistance. Also you will need to provide a 1st and 2nd choice for timeslots for this activity. Please plan on an hour for this activity. The SMT team will work with you to find an appropriate time slot and send a confirmation appointment email with that logistic information for the first administrator work session. 5

This notification applies only to REPs who are currently registered for online access to SMT. ___________________________________________________________ Email Continued >>>>>>>>> (Option 2) REP can declare that you know and understand all of the REP Administrator functionality without a one on one session. In this option, you are requesting immediate conversion of all Designated REP Administrators. SMT will convert all of the REP's Designated Administrators to “real” REP Administrators with full functional administration capabilities. You will receive an email when that work is complete and REP Administrator accounts are converted. (Option 3) If REP gives no response or makes no declaration of your intentions, then by default will be converted to Option 2 above. This default option will happen on Friday, August 13th. The new REP User Guide is available with Release 2 and it gives detail of the new responsibilities and functional capabilities of the REP Administrator role. 6

Release 1 Smart Meter Texas Online Portal Update • Release 1 Statistics (after 4 months / 122 days) • 1,524,264 AMS meters • Oncor – 1,102,226 • CenterPoint – 370,507 • AEP Central – 48,762 • AEP North – 2,769 • 3,623 residential users have created accounts • 4 TDSP entities created and registered successfully on SMT portal • 74 TDSP users created • 28 REP entities created and registered successfully on SMT portal • 338 REP users created • 34 NRC (Commercial) entities created • 150 HAN devices successfully provisioned • Usage for June 1 – 30 (Will update for July 1 – 31 next status report) • 127 to 466 logins per day and 9017 for the month of July • 7654 views of the English flash demo in July • 7 views of the Spanish flash demo in July 8

Current Status of REP Integration Process • 61 REP accounts successfully created in SMT production FTPS • 64 REPS successfully integrated into SMT testing FTPS • 69 REPS at some stage of FTPS integration process • API integration process • 3 REPS completely integrated with testing API environment • 4 REPS in process of testing API integration • 7 more REPS showing interest in API interface 11
Fall Release Functionality • Provide support for 3rd party user and 3rd party admin roles • Ability to request on-demand meter reads and poll for power status • Ability to subscribe and receive meter event notifications for outage and restoration. • Ability to subscribe and receive portal events • Change requests from the Market 12
