WHEREAS… • The United States of America is at war with terrorism and with the enablers of terrorism worldwide; and • Those terrorists and agents of enabling countries are secretly operating within the borders of the United States; and
WHEREAS… • Those terrorists and agents of enabling countries secretly operating within the borders of the United States of America are using otherwise legitimate means to effectuate their evil ends; and
WHEREAS… • During a time of war special sanctions for pro-enemy speech and support are necessary to better protect our servicemen and women serving abroad; and • There still exists a need to protect the right to dissent and the fundamental right of free speech; however
WHEREAS… • The nature of said war on terrorism differs from an armed conflict with another sovereign state, it is necessary to combat it by means directly related to the awareness and vigilance of the people of Illinois, who are most at risk in such a conflict; and
WHEREAS… • Under the Tenth Amendment of the United States’ Constitution and under the Constitution of the State of Illnois, and the statutes of both the Federal government of the United States and of the State of Illinois, the Illinois’ State legislature in cooperation with the Governor has the power and right to legislate;
THEREFORE, be it resolved that: 1.) Form a committee to investigate terrorism prevention methods and their effectiveness, and to make recommendations to the Governor on said practices.
THEREFORE, be it resolved that: 2.) Utilize the National Guard as a supplementary police force in public places and transportation centers deemed at risk by the committee. Before action may be taken, both the Governor and the committee must agree on the proposed action.
THEREFORE, be it resolved that: 3.) Suspects may be detained, after reasonable suspicion, searched, and immediately released if no evidence is found. If evidence is found, further detainment and investigation will occur.
THEREFORE, be it resolved that: 4.) Direct material and public support of the enemy shall be considered treasonous and be prosecuted as such.
THEREFORE… The County Gleason presents this proposition to the State Legislature for its consideration.
