  6. The Mastermind: • Klemens von Metternich • Foreign minister of Austria

  7. The Goals: • Prevent future French aggression. • Surround France with strong countries. • Balance of Power: no country will be strong enough to threaten the others • Legitimacy: restore as many royal families to their thrones as possible

  8. 1. Prevent future French aggression • CONTAINMENT: • Form the Kingdom of Netherlands • Make Switzerland independent • A new German confederation of 39 states (dominated by Austria) • Add Genoa to the Kingdom of Sardinia

  9. 2. Balance of Power • The five powers decide to weaken France – but not to crush it. • If pushed too hard, France might seek revenge • With the redistribution of power, no one country will dominate Europe

  10. 3. Legitimacy • Monarchs deposed by Napoleon are returned to thrones • Leaders hope to restore order by these changes • Leaders seeking to return Europe to the status quo (pre-Napoleon)
