The CEN WS/BII objectives • Business Interoperability Interfaces for Public Procurement in Europe – BII • Objectives of the work in BII “to provide a basic framework for interoperability in pan-European electronic transactions, expressed as a set of technical specifications that cross-refer to relevant activities, and in particular are compatible with UN/CEFACT - in order to ensure global interoperability.” • European Interoperability Framework ”the ability of information and communication technology (ICT) systems and of the business processes they support to exchange data and to enable the sharing of information and knowledge” BII European Interoperability Framework, version 2

  5. Currently 25 organizations from 9 different countries directly registered as workshop participants These organizations have so far nominated some 90 experts to contribute to our work.   6. BII implements standards • The focus of BII is on collecting European requirements and to provide guidance for consistent implementation of existing international developments. International development/standard is doing the implementation Requirements Implementation guidelines is providingthe guidance User implementation

Our approach Goal A Profile is a technical specification describing: • the choreography of the business process(es) covered, • the electronic business transactions exchanged as part of the business process, • the information content of the electronic business transactions exchanged, and • the business rules governing the execution of that business process(es), its business collaborations and business transactions, as well as any constraints on information elements used.   8. BII addresses the whole eProcurement process • The specifications provided by BII support the whole procurement process • from publication of the Prior Information Notice through to the final Invoice. • Based on, and supports, relevant EU directives

CWA 16073:2010 • This CEN Workshop Agreement was made publically available in December of 2009. • It is available free of charge, at www.cen.eu/cwa/bii/specs. • The deliverables from BII have already been, or are in the process of being, implemented and tested in several projects and initiatives! • e-PRIOR • PEPPOL • Several national initiatives

  18. PEPPOL BIS • A PEPPOL BIS (Business Interoperability Specification) is a customization of a BII profile. • Focus on European cross border public procurement • Addressing some identified issues

From PEPPOL to OpenPEPPOL • The PEPPOL Project will close on August 31, 2012 • As from September 1 2012, the full responsibility for release policy and strategic direction of PEPPOL specifications and artifacts will be handed over from PEPPOL to OpenPEPPOL. • OpenPEPPOL AISBL • Non-profit international association under Belgium law • Long term sustainability through user driven governance • Continuation of legal agreement responsibilities

  21. e-Prior is a software tool developed by the European Commission in order to provide electronic messaging capabilities for the Commission • Curently in roll-out • Open e-Prioris the open source version of e-Prior • Built in support for several BII profiles • Includes a PEPPOL Access Point
