  5. Project Goals • Address growth in population by adding capacity • 175,000 Annual Average Daily Traffic (AADT) in 2010 • 1.6% per year demand increase in corridor • Addition of 4 managed lanes • Interchange improvements • Surface street intersection improvements

  6. Project Goals • Replace aging infrastructure • Corridor is 50 years in age • Bridges projected to become structurally deficient • Pavement deterioration

  7. Project Goals • Improving safety • Estimated reduction of 62 crashes per year • Realignment of the Fairbanks Curve • Increase in the design speed • Improve signing, lighting, and Intelligent Transportation System (ITS)

  8. Project History • Planning in the early 1990’s • National Environmental Protection Act (NEPA) process based on Preliminary Design • Preliminary roadway design at 60% • Permits acquired • Right-of-Way (R/W) acquisition by 2014 • Interim improvements made in the near term

COS Scope of Services • This is not your typical CEI contract! • Concessionaire will have his own Quality Assurance Manager who is; • Independent of the D/B Team • Responsible for Quality Assurance and ensuring the Contractor is performing his Quality Control • Fully authorized to reject materials or initiate work stoppages • Goal of COS is assuring FDOT that corridor is being built per contract • Audits to make sure Concessionaire is following his QA/QC plan • Independent Assurance and Owners Testing • Operations inspections • High level personnel are needed • Little field inspection work • Owner’s testing at a reduced level • Public Involvement component will be through a separate contract

COS Scope of Services • On-Site Inspection and Testing: • Contractor responsible for QC • Concessionaire’s Quality Assurance Manager (QAM) responsible for QA • COS responsible for IA/OT • IA is Independent Assurance (standard) • OT is Owners Testing to ensure QA/QC procedures are being performed in accordance with the Contract (new concept) • Documentation of all findings into Materials Database • Notice of failures sent to QAM and Concessionaire • Remedy in accordance with the Contract Documents • Noncompliance points assessed if failures persist • Goal is to assure materials and workmanship is in conformance with the Concession Agreement

COS Procurement Process • Resident Engineer • Manages all aspects of the project • Develops Business Plan for the Project • Ensures processes are in place to get results established in the Plan • Develops the Quality Assurance Plan and ensures it is followed • Coordinating and managing COS activities in relation to this project
