26. ISSUES SSMC Meetings were not held during 2011-12 and 2012-13. Delay of 4-5 months in the release of funds to schools Schools reimbursed central assistance against expenditure. State assured during last PAB to review this system. But no change made so far. Central assistance solicited for Kitchen-cum-stores which were badly damaged by earth quake/floods. PAB advised State during 2012-13 to seek assistance from SSA. 5. Low utilization of MME (only 21 % by end of 3rd Quarter 2012-13).

27. Findings of North Bengal University-MI • Hot cooked MDM served daily in the school premises. • MDM not served on examination days in 2 schools (Meyong Primary School and Voong P.S). • Tinchin Junior High School reported that quantity is not enough for class 7 and class 8 students. • Problem in delivery of food grains to Naga JHS, Nampatam PS and Voong PS due to damaged road on account of earthquake and flash floods. • Schools received Cooking Cost in October 2012. • Rice given daily but Pulses are not given. • SMC members are not aware of their responsibilities and not conversant with maintaining cooking cost accounts. • Water connection is outside the kitchen. • 90% of Cooks belong to SC.
