What is Journey to Excellence? Journey to Excellence is the new performance assessment, communication and recognition program for Councils, Districts and Units.

Incentive for Continuous Improvement • Better performance means better scouting for youth! • Better Performance can earn a higher level of Recognition • Friendly competition among Districts • Key Criteria are tracked and improvement can be quickly identified
Assessment Your District’s Journey to Excellence Assessment gives • An honest and objective evaluation of your District’s strong points and areas needing improvement • Evaluation in overall performance and in 12 specific criteria including areas of: • Performance by Units (on their Journey to Excellence rating) • Membership • Program • Finance • Governance
Recognition • Districts with a satisfactory performance receive the “Bronze” level of recognition • On a voluntary basis, Districts which do better than satisfactory receive higher recognition • Effective Performance – “Silver” level • Excellent Performance – “Gold” level
Benchmarking • Bronze, Silver and Gold levels are measured in overall performance and in each of the 12 criteria • You can identify other Districts in your Council which are doing well in areas you need to improve and contact them to receive ideas, tips and techniques for improvement.
Early Warning of Potential Problems • District Journey to Excellence assessment has several criteria shown to be leading indicators of District performance • You can be alerted if these criteria become negative and take early action to head off more severe problems

Support for your Units • Journey to Excellence evaluation is available for Districts and Units (Packs, Troops, Teams, Crews, Ships) • Criteria are based on factors shown to produce successful, healthy, growing Scouting • Journey to Excellence form supports unit planning for the year • Recognition can be awarded based on performance measured versus these criteria: • Bronze – Satisfactory • Silver – Effective • Gold – Excellent • Evaluation is made at time of unit re-charter
Support by your Council • Council Leadership has access to Journey to Excellence ratings • Need for and benefit of help and support can be identified very early and provided in a timely manner • Specific areas of strength and weakness are identified so assistance can be very focused
Your District’s Journey to Excellence Assessment gives you information in 12 measurable criteria • Leadership • Training • Performance By Units • Membership • Finance • Advancement • Unit Service • Camping • Retention
How are Balanced Scorecard Criteria Determined? 3 Levels: • Bronze Satisfactory Performance OR show a measurable improvement • Silver Effective Performance OR show a measurable improvement and be over a minimum standard • Gold Excellent performance OR show a measurable improvement and be over a good standard The Balanced Scorecard for Districts is determined based on a calendar year A key to Journey to Excellence is Continuous Improvement
Here’s an Example Membership - With the district membership chair, develop an annual membership growth plan which results in an increase in traditional market share, including exploring, or an increase in traditional membership including Exploring. • Bronze: Increase traditional membership, including exploring, by at least one or increase market share. 100 pts • Silver: Increase traditional membership, including Exploring by 3%, or increase market share by 1 percentage point. 200 pts • Gold: Increase traditional membership, including Exploring by 5%, or increase market share by 2 percentage points. 400 pts
Here’s another Example Advancement – Increase the percentage of Scouts earning rank advancements. • Bronze: Increase Cub and Boy Scout advancement OR 40% of Cub Scouts and 45% of Boy Scouts have advanced at least one rank. 50 pts • Silver: 55% of Cub Scouts and 55% of boy scouts advanced at least one rank OR meet the Bronze level and have a 2 percentage point increase. 100 pts • Gold: 75% of Cub Scouts and 65% of Boy Scouts advanced at least one rank OR meet the Silver level and have a 2 percentage point increase.
How is your overall rating determined? • You receive points in each of the 12 Categories Gold, Silver, Bronze or no rating (no points) • Your total points are added to give your total score • Criteria are weighted with criteria which correlate most with success receiving the most points • No one criterion is mandatory • Your total score determines your overall rating For 2011 Gold is 1600 points plus earn Bronze and Silver, Silver is 1000 plus Bronze, Bronze is 700 plus complete 10 of the 12 requirements
Criteria Standards Change Each Year • Each year, the criterion requirements will be reviewed to reflect the improved performance by districts • New standards for 2012 will likely be announced in early 2012 • Performance for 2011 will determine the 2012 standards, so 2011 data will need to be collected and analyzed • A Silver performance for 2011 might only rate Bronze in 2012 • The criteria will likely be the same; it will never hurt to do better and improve.
Here’s how a Balanced Scorecard might be calculated for a typical District Bronze Silver Gold • Performance Achievement for Units 100 200 400 • Youth Retention 100 200 400 • Membership 100 200 400 • Finance 100 200 400 • Training 100 200 400 • Unit Service (Commissioner Service) 50 100 200 • Advancement 50 100 200 • Camping 50 100 200 • District Leadership 25 50 100 • Nominating Committee 25 50 100 • District Committee 25 50 100 • Chartered Org. Relationships 25 SUM375 500 400 Total is 1275 points and District Meets 11 of 12 Criteria Bronze or better. Since Silver is 1000 and Gold is 1600, this District qualifies for Silver
Journey to Excellence for Units • Bronze, Silver and Gold levels • Requirements include several Program elements, Membership, Leadership, Budget • Unit is rated at the time of its re-chartering • Gold – 1600 points plus earn Bronze and Silver • Silver – 1000 points plus earn Bronze • Bronze – 700 point plus • Packs: complete 10 of 13 Pack Bronze requirements • Troops: complete 11 of 13 Troop Bronze requirements • Crews: complete 9 of 11 Crew Bronze requirements
