Joblinks Mission/Purpose To increase capacity of communities to meet the employment- and related transportation needs of: • Unemployed individuals • Low-wage earners • Other transportation disadvantaged populations (e.g., children of low-wage earners)
Target Audience • Potential/current JARC grantees/subgrantees • State/local WIBs, One Stop Centers, others that provide employment, training and social services to youth and adults • Businesses and business partnerships (e.g., Chambers of Commerce)
Goals and Activities • Goal 1: More rides for target populations for the same or fewer assets • Increase the family of services that communities use to meet employment needs • Increase the coordination of services • Increase consumer knowledge and use of employment transportation services • Increase workforce development and human services staff knowledge of and customer referral to transportation services
Goals and Activities • Goal 2: Simplify access • Promote and train communities on mobility management solutions, such as one-call centers and Google Transit
Goals and Activities • Goal 3: Increase customer satisfaction • Increase the range of partners, including representative of low-income individuals, that plan for, fund and implement employment transportation services • Increase customer-driven solutions • Educate state/local governments, transportation providers and workforce development and h.s. agencies about employment transportation-related legislation, funding, services

A Report on One Stop Centers and Employment Transportation • Reports on results of a survey and interviews of 212 geographically diverse One Stop Centers and WIBs from 24 states • Focuses on how Centers and Boards view transportation issues within the context of the host of other issues… • And how they go about addressing the transportation needs of their customers
One Stops are Taking Action For example: • 79% transit brochures and schedules • 64% bus or transit tokens or passes • 62% car repair or car insurance • 59% help in locating employment or transit accessible childcare
Additional One Stop Mobility Supports • Emergency Taxi Fares • Establish car or van pools • Provide help in changing work schedules • Provide use of donated cars • Provide car leasing or car financing programs
One Stops/WIBs Expanding Service/Improving Infrastructure Working in partnerships with transportation providers and others • To establish new bus and van services • To improve existing services with new routes, extended service hours, route accommodate safer travels at night • To leverage community funds (such as JARC, TANF, WIA)

Future Research • JARC under formula system • Benefits of employment transportation • Human Service Transportation Coordination Planning and JARC • National Resource Center for Human Services Transportation Coordination
National Resource Center • Track the progress of research pertaining to H.S. Transportation Coord • Promote the submission of research and problem statements that advance knowledge base of H.S.T.C. • Assist in the dissemination of research results • Performs limited research directly
Research Feeds into T.A. • JARC profiles as reported • Surveys/queries • MSAA grantee work • Our research feeds into other technical assistance centers, as well
Conferences and Training • Education about current practices, laws and regulations, etc. • Share research of others (MSAA, TCRP, UIC) • Institute for Transportation Coordination
