Findings • Low management recognition of value (risk) of energy-efficient operation • Approached as periodic projects, not an ongoing process • Priorities not based on understanding of risks, based on bias of provider
Findings • Procedures seldom include actual measurement of performance over time of key energy consumers • Limited availability of proactive time • Processes that do exist are not institutionalized • No ability to supervise energy-efficient operation process (No shared vision of a process to sustain energy-efficient operation)
