Timeline May 2007 - a proposal to develop a Toolkit for England was put forward and presented at a meeting between CoFHE/CILIP, QIA and Ofsted. CoFHE would develop this toolkit in conjunction with CoLRiC . July 2007 – initial working party meeting. August 2007 – August 2008 – Working Party develops toolkit with all stakeholders – CoFHE, CoLRiC, JISC RSCs - providing feedback into the process. September 2008 – Electronic version published. March 2009 – launch event held at CILIP HQ. July 2009 – printed version distributed to English FE colleges via JISC RSCs.

Why a Toolkit for FE Colleges in England? • OFSTED inspections focused on observing teaching and learning • Learning Resources provision only mentioned if there was an issue • More group and self-directed study 2007
Developing the Toolkit • KQ1 - How well do learners achieve? • KQ2 - How effective are teaching, training and learning? • KQ3 - How well do programmes and activities meet the needs and interests of learners? • KQ4 - How well are learners guided and supported? • KQ5 - How effective are leadership and management in raising achievement and supporting all learners?
Developing the Toolkit • KQ1 – bring together elements from KQ 2-5. • KQ2 – LRS role in embedding ICT/ILT into the curriculum, academic liaison, information literacy, reader development. • KQ3 – Every Child Matters, personalised learning, diversity, partnership working. • KQ4 – Accessibility, induction, student support, VLE, LRS support material. • KQ5 – LRS staffing, quality, LMS, collection management/resourcing.
Grade 1 : Outstanding • Grade 2 : Good • Grade 3 : Satisfactory • Grade 4 : Unsatisfactory
